7815 Evaluation on Non-Licensed Employees

The Wilkes County Board of Education attaches a high priority to securing the most competent personnel available and, once they are employed, in assisting them in their growth and development throughout their careers. Evaluations of non-certified employees’ performance must conform with the following Board of Education directives:
 
1. Exemplary performance as well as deficiencies in performance should be clearly identified.
 
2. Supervisors and principals should facilitate open communication with employees about performance expectations.
 
3. An employee who is unclear about how performance is being assessed or desires additional evaluation opportunities should address these issues with the immediate supervisor.
 
4. Evaluation data will be submitted to the central office personnel file in accordance with state law and Board of Education policy on personnel files (policy 7820).
 
5. Evaluation data may be used in making employment decisions, including transfers, promotions and dismissal and demotion of employees (Board of Education policy 7940).
 
6. The superintendent and all evaluators are encouraged to develop ways to recognize exemplary employees and to capitalize on the abilities of exemplary employees in helping other employees.
 
The superintendent will develop any other necessary procedures and will provide training, as necessary, to carry out the Board of Education directives.
 
It shall be the policy of the Wilkes County Board of Education to require that all non-certified personnel be evaluated annually. They shall be evaluated by either the principal of the school to which they are assigned or by the director of the central staff department to which they are assigned. The non-certified staff includes all secretaries, teacher assistants, custodial personnel, maintenance personnel and others not requiring certification.
 
The building principal or central staff department head may enlist the assistance of others in the evaluation process who may more directly supervise the work of the non-certified employee.
 
The evaluation instruments used may be those developed either by the State Board of Education or the Wilkes County Board of Education.
