7440 Reassignments/Transfers

All assignments and transfers to schools are the responsibility of the superintendent. In-school transfers are the responsibility of the principal. The Wilkes County Board of Education must be promptly notified of all transfers authorized by the superintendent.
 
Voluntary and involuntary transfers will be made in accordance with course requirements, fluctuating enrollments, allotment, efforts to improve student performance, and the general welfare of the school district. The interests and aspirations of employees will be considered in making assignments and transfer decisions; however, such interests must be weighed against what is in the best interest of the students, school or school district. Employees will be informed of transfer decisions as soon as reasonably feasible.
 
The superintendent will establish any necessary procedures for employee-initiated transfer requests.
 
An employee may appeal a transfer decision to the Board of Education. The Board of Education generally will uphold transfer decisions made in accordance with this policy that are not arbitrary, capricious, political or discriminatory.
 
The transfer of staff members to another school in Wilkes County shall be made on a case by case basis by the superintendent and his staff after approval by the Board of Education. These transfers shall be based upon the following criteria:
 
1. The best interest of the total education process;
 
2. Contribution which the staff member could make to the students and to the total school system in this new position;
 
3. Desire of the staff member to make the transfer;
 
4. Opportunity for professional growth on the part of the applicant;
 
Transfers made during the school term are frequently disruptive to more than one school or program. Such transfers will be made only in emergencies or in situations where the disruption can be minimized and only with the approval of the superintendent/Board of Education.
