Summary of Board Minutes April 13, 2015

 

The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p. m. on Monday, April 13, 2015 at East Wilkes Middle School in the Media Center located at 2202 Macedonia Church Road, Ronda, North Carolina 28670. 

 

Present for the meeting were Chairman Randall “Rudy” Holbrook, Vice Chairman Mrs. Sharron Huffman, Board Members Mr. Hardin C. Kennedy, III and Mr. Darren Shumate.  Board Member Mr. Rick Lankford was absent.  Also present were Superintendent Dr. Marty T. Hemric, Associate Superintendent Ms. Anna Lankford, Assistant Superintendent Mr. Mark Byrd, Director of Business Services & Chief School Finance Officer Mr. Seth Prevette, Director of Human Resources Dr. Westley Wood, Director of Maintenance Mr. Bergie Speaks, Director of Technology Ms. Julie Triplett, Director of Athletics and Healthful Living Mr. Chris Skabo, Director of Title I Dr. Joe Bullis, and Executive Administrative Assistant Carolyn Triplett.

 

Chairman Mr. Holbrook called the meeting to order and asked if the agenda needed to be amended.  Dr. Hemric made the announcement to amend the agenda.  Added to the agenda was Letter G under Roman Numeral IX (Action Item) to include Wilkes County Schools and Wilkes Community College Local Articulation Agreement. On a motion by Ms. Huffman, seconded by Mr. Shumate and duly carried, the agenda was amended.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the agenda was approved as presented.

 

Chairman Mr. Holbrook recognized Dr. Hemric for the devotional thought and pledge of allegiance. 

 

Chairman Mr. Holbrook recognized the staff of East Wilkes Middle School and Principal, Ms. Ramona Hemric.  Chairman Mr. Holbrook thanked them for their support and appreciation for their efforts in preparing for the Wilkes County School Board of Education Meeting.

 

 

Assistant Superintendent Mr. Mark Byrd recognized Title I High-Performance Schools. Three Wilkes County Elementary schools received this recognition and they are as follows:

 

Mount Pleasant Elementary 2013-2014 in recognition of the school’s excellence in sustaining high student achievement for three consecutive school years;

 

Wilkesboro Elementary School 2013-2014 in recognition of the school’s excellence in sustaining high student achievement for three consecutive school years;

 

Wilkesboro Elementary School 2014-2015 in recognition of the school’s excellence in sustaining high student achievement for three consecutive school years.

 

Assistant Superintendent Mr. Mark Byrd recognized the Elementary Battle of the Books Winner.  Elementary Battle of the Books was held at the Wilkes County Schools Administrative Offices on March 11, 2015.  Twelve schools participated.  First place was awarded to Ronda-Clingman Elementary School Battle of the Books Team.  Members of the team are:

Assistant Superintendent Mr. Mark Byrd recognized the Wilkes Soil and Water Conservation District Awards.  Two North Wilkes Middle School students were honored on March 2, 2015 at the Wilkes Soil and Water Conservation District annual Awards Banquet.  The banquet was held to honor all school winners in the poster, essay and public speaking contests. The students honored were:

Focus on the Curriculum was presented by Ms. Anna Lankford, Associate Superintendent.  Ms. Lankford gave several updates on Curriculum and Instruction.  The High School Diploma can now have the following endorsements added to their Diploma if they meet the requirement; Career Endorsement, College Endorsement, College/UNC Endorsement, NC Academic Scholars Endorsement,  and Global Language Endorsement. 

 

In March of 2015 the SBOE approved the Cohort Graduation Rate Policy.  Students that dropout of High School may enroll in the Community College Adult High School Diploma Program.  Upon completion students will be considered a high school graduate and include in the fourth and fifth year cohort graduation rates.  Wilkes County Schools and Wilkes Community College have developed a Memorandum of Agreement to share information regarding student withdrawal and enrollment.

 

Beginning with the 2015-2016 school year students whom have taken the Workeys Readiness Assessment can be awarded an honor cord to be worn at graduation.  Students must score with a silver and higher to earn a National Career Readiness Certificate.  In North Carolina all seniors that are CTE Concentrators take the assessment. 

 

Global Education Digital Badge is a professional growth opportunity for teachers.  It consists of three components:  Professional Development Plan which must include global awareness, Complete a minimum of 100 hours of global education Professional Development, Complete a capstone Project related to the global education goals.  This process must be completed within two years.

 

E-Rate and RttT Wireless Infrastructure Upgrade of wireless switches and wireless technology.  Twenty of our twenty-two schools qualified for funding in the first of the five years.  Quick turnaround for bidding, purchasing, and installation deadline is August 15, 2015.

 

Our Project ADMIT Grant was submitted March 6, 2015.  Golden LEAF Foundation will visit in April.  Additional funding support from business and industry through survey participation, letters of support, funding, etc has been received.  Also, the Architect has provided draft floor plans.

 

 

Important Dates for Wilkes County Schools were announced by Ms. Lankford and they are as follows:

 

End of Year Testing Windows:

  • Elementary and Middle School May 19 - June 5
  • High School June 1-5

Graduation Dates:

  • May 19 – Wilkes Early College High School
  • June 4 – West Wilkes High School
  • June 5 – North Wilkes High School and East Wilkes High School
  • June 6 – Wilkes Central High School

 

Chairman Mr. Holbrook asked if anyone had signed up for public comments.  No one had signed up.

 

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the minutes were approved as presented.

 

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the following Personnel Report and Blue Sheet were approved.

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the NCDPI Mini-Bid Vendor Selection was approved as presented.

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the Wilkes County Schools and Wilkes Community College Memorandum of Agreement for the Adult High School Diploma Program was approved as presented.

 

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried, the Budget Amendments were approved as presented.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the Resolution Supporting Local Control of school Calendars was approved as presented.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate, and duly carried, the Wilkes County Schools and Wilkes Community College Local Articulation Agreement were approved as presented.

 

Superintendent Mr. Marty Hemric recognized Ms. Sharron Huffman on receiving the North Carolina School Board Association Academy for School Boardman ship Certificate of Advanced Achievement for the 2013-2014 school years. 

 

Chairman Mr. Rudy Holbrook announced the next Board meeting will be May 4, 2015 at 5:30 p.m. in the Arnold and Becky Lakey Boardroom located at 613 Cherry Street, North Wilkesboro, North Carolina.

 

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried, there being no further business the Board adjourned at 6:55 p.m.
