Summary of Board Minutes May 11, 2015

 

The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p. m. on Monday, May 11, 2015 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659. 

 

Present for the meeting were Chairman Randall “Rudy” Holbrook, Board Members Mr. Darren Shumate, and Mr. Hardin C. Kennedy, III.  Board Members Mrs. Sharron Huffman and Mr. Rick Lankford were absent.  Also present were Superintendent Dr. Marty T. Hemric, Associate Superintendent Ms. Anna Lankford, Assistant Superintendent Mr. Mark Byrd, Director of Business Services & Chief School Finance Officer Mr. Seth Prevette, Director of Human Resources Dr. Westley Wood, Director of Maintenance Mr. Bergie Speaks, Chief Technology Officer Ms. Julie Triplett, Director of Title I Dr. Joe Bullis, Director of Athletics and Healthful Living Mr. Chris Skabo, Director of Student Services Ms. April Marr, Director of Secondary Education Dr. Donna Cotton, School Board Attorney Mr. Fred Johnson, and Executive Administrative Assistant Carolyn Triplett.

 

Chairman Mr. Holbrook called the meeting to order and asked if the agenda needed to be amended.  Dr. Hemric made the announcement to amend the agenda.  Added to the agenda was Letter G under Roman Numeral V (Recognition of Guests and Good News) to include the Wilkes Central Girls Varsity Basketball Team as State Champions. Added to the agenda was Letter H under Roman Numeral V (Recognition of Guests and Good News) to include the West Wilkes High School students that received a State Title in Wrestling. On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the agenda was amended.

 

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried, the agenda was approved as presented.

 

Chairman Mr. Holbrook recognized Dr. Hemric for the devotional thought and pledge of allegiance.  A moment of silence was held for the granddaughter of Ms. Huffman undergoing surgery, and for Mr. Rick Lankford who had undergone a medical procedure.

 

Assistant Superintendent Mr. Mark Byrd recognized twelve teachers in the Wilkes County School System who were selected as recipients of the 2015 C. B. Eller Teachers Awards. A total of $7, 070.00 was awarded from the C. B. Eller Foundation Fund of the Winston-Salem Foundation.

Assistant Superintendent Mr. Mark Byrd recognized the Elementary and Middle School Battle of the Book winners.  March 2015 was a month of reading competitions in the Wilkes County Schools. Ronda-Clingman Elementary School placed first in the elementary division with Millers Creek Elementary placing second. Central Wilkes Middle School once again placed first in the middle school division followed closely by West Wilkes Middle placing second. First place elementary winners were recognized at the April Board Meeting at East Wilkes Middle School.

Assistant Superintendent Mr. Mark Byrd recognized the Four Wilkes County high school students who were selected to attend the 2015 North Carolina Governor’s School. The selection process is rigorous and highly competitive. The students selected to attend are:

Assistant Superintendent Mr. Mark Byrd recognized the West Wilkes Middle School team who competed in the Technology Student Association State Competition in Greensboro on March 22-24, 2015. Ms. Thelma Kastl, Technology Education Teacher led the team. This is the first time West Middle has competed in this event. Ms. Kastl’s classes follow the STEM curriculum. Students who competed are:

Assistant Superintendent Mr. Mark Byrd recognized the student selected to represent East Wilkes Middle School at the Wilkes County School’s Science Fair winning locally and chosen to represent Wilkes County Schools in the Regional Science Fair held at Appalachian State University, Jake Myers was selected to compete at the state level. Young science enthusiast, Jake Myers, brought home to East Wilkes Middle School third place honors from the 2015 North Carolina Science Fair.

 

Assistant Superintendent Mr. Mark Byrd recognized the Duke TIP as a nonprofit organization dedicated to serving academically gifted and talented students. The 7th Grade Talent Search identifies bright seventh graders based on standardized test scores achieved while attending elementary or middle school.  Candidates are invited to take the ACT or the SAT college entrance exams as seventh graders.

 

Wilkes County had 27 students who took the SAT or ACT and of those 27, six qualified for state recognition which means they scored at or above the national average of recent high school graduates on at least one part of the ACT or the SAT. These students are:

Assistant Superintendent Mr. Mark Byrd recognized the Wilkes Central Girls Varsity Basketball Team who competed in Chapel Hill for the State Title and won.  Members present were: Brooke Bentley, Laken Blackburn, Jade Duncan, Katie Ferguson, Kamre Gibbs, Amber Godfrey, Taylor Mastin, Kailey McNeil, Heaven, Walker, Breanna Adams, Karson Anderson, Jordan Ellis.  Congratulations to Wilkes Central High School and their athletic program for bringing to Wilkes County a State Championship Title!

 

Assistant Superintendent Mr. Mark Byrd recognized two members of the West Wilkes High School Wrestling Team for winning the State Title in wresting.  Dakota Roark won the 106 lb. weight class and Brandon Reynolds won the 138 lb. weight class.  Congratulations to these young men.

 

Chairman Mr. Holbrook asked if anyone had signed up for public comments.  No one had signed up.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the minutes were approved as presented.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the following Personnel Report and Blue Sheet were approved.

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the Wilkes Community College Board of Trustee Appointment for Mr. Larry Stone was approved as presented.

 

 

 

 

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried the out of county/overnight field trip was approved as presented.

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried the Technology Policy Revisions (3221, 3222, 3227/7322, 3231, 3223 and 3224) were approved as presented.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the Curriculum and Instruction Policy (4400 and 3400) were approved as presented.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the Loss Prevention Policy (new) was approved as presented.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the Budget amendments were approved as presented.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the Audit Contract for 2014-2015 was approved as presented.

 

Chairman Mr. Rudy Holbrook announced the next Board meeting will be held June 1, 2015 beginning at 5:30 p.m. in the Arnold and Becky Lakey Boardroom, located at Wilkes County Schools Administrative Building, 613 Cherry Street, North Wilkesboro, North Carolina.

 

On a motion from Mr. Shumate, seconded by Mr. Kennedy, and duly carried, the Board adjourned at 6:22 p.m. to closed session; to prevent the disclosure of information that is privileged or confidential under state to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3) to consider the qualification, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee, or prospective public officer or employee, pursuant to N.C.G.S. 143-318.11(a)(6) 

 

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried, the Board adjourned from closed session at 7:24 p.m.
