The Board of Education of the Wilkes County Administrative Unit conducted a regular meeting virtually due to the COVID-19 guidelines on Monday, May 4, 2020 at 5:30 PM at 613 Cherry Street, North Wilkesboro, North Carolina 28659.
 
Present for the meeting were Chairman Mr. Randall “Rudy” Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Kirk Walker, Mrs. Leslie Barnes and Mr. Darren Shumate. Also present were Superintendent Mr. D. Mark Byrd, Assistant Superintendent Dr. Westley Wood, Chief Technology Officer Ms. Julie Triplett, Chief Finance Officer Mr. Seth Prevette, Chief Academic Officer Dr. Donna Cotton, Director of Pre-K and Elementary Education Ms. Callie Grubb, Director of Exceptional Children Ms. Jennifer Blankenship, Director of Student Services Ms. April Marr, Director of Child Nutrition Mr. Marty Johnson, Director of Maintenance Mr. Bergie Speaks, and Executive Administrative Assistant Ms. Carolyn Triplett.
 
Chairman Mr. Rudy Holbrook called the meeting to order.
 
Chairman Mr. Rudy Holbrook recognized Board Member Mrs. Leslie Barnes to lead the Invocation.
 
On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the agenda was approved as presented.
 
Chairman Mr. Randall “Rudy” Holbrook recognized Superintendent Mr. Mark Byrd for the Superintendent’s Welcome and Pledge of Allegiance. Superintendent Mr. Byrd shared the following:  As we move into the month of May and continue to deal with the challenges of the COVID-19 Pandemic, I have three groups of people associated with the school system on my mind, and think that we need to take a few minutes to think about them and what they are doing during this time.
 
This week is Teacher Appreciation Week, and I think more than at any time in my 25 years in education, people are being reminded of the importance of the role of a teacher. We as educators have always known their value, but a silver lining of this pandemic has been the fact that many have realized what a caring group of educators that we have, how hard their jobs truly are, and the difference that that makes in the lives of children. Technology has been very helpful during this pandemic, but remote learning has reminded us that technology will never replace a teacher! So let me start by saying “thank you” to every teacher in Wilkes County Schools for what they do for our students, and for what they were doing daily before any of us had ever heard of COVID-19.
 
The second group on my mind are our school nurses. Wednesday, May 6th is National School Nurse’s Day, and let me share a quick story to let you know the type of people we have serving as school nurses in Wilkes County. On Saturday, I was contacted by our Health Director who asked if our school nurses could assist with contact tracing, or calling people who have had direct contact with people who have tested positive for COVID-19. I sent an email to our school nurses at 4:15 PM, and by 6:00 PM, I had 9 replies telling me they would be more than happy to help, and the 10th nurse replied to me before 6:00 AM on Sunday morning. This reminded me of what a special group of school nurses we have, and I would like to thank all 10 of them for all that they do for our students, and as I said about teachers, for what they were doing long before any of us had ever heard of COVID-19.
 
And finally, I want to say a few words to the Class of 2020. We all have had our seniors on our minds, and hate the opportunities that they have lost due to this pandemic. As we near the end of your senior year, I want the Class of 2020 to know how proud we are of them, and to know that while we can’t say for sure what their graduations will look like just yet, we can say that we will do something special to honor them. I also want you to know that while you will never forget the impact that this pandemic had on your high school career, it will not define the Class of 2020. You are learning about real adversity, and are already learning to bounce back, and these are things that will carry you all very far in life. So, with only 18 days remaining in the 2019-2020 school year, let me say, “Congratulations” to the over 650 seniors in Wilkes County Schools, and to let you know that you have made your entire county very proud!

Due to COVID-19 Superintendent Mr. Mark Byrd will provide information related to this pandemic each month on how Wilkes County Schools is addressing this situation and provide information as needed until further notice.
 
  • Child Nutrition continues to serve over 10,000 meals per day.
  • Remote learning continues with 18 student days remaining.
  • As mentioned earlier, all 10 school nurses will be training to provide contact tracing through the Wilkes County Health Department.
  • Work schedules for all employees will remain the same through the month of May as they were in April, unless we are told otherwise. No employee who feels unsafe coming to work is has to do so at this time.
  • Plan to offer a daily stipend for the month of May for those who are interacting face-to-face with the public on a daily basis.

Focus on the Curriculum was presented by Chief Academic Officer, Dr. Donna Cotton. The North Carolina Department of Public Instruction has released guidance for the evaluation of student progress for students in grades Kindergarten through 11th for the Spring of 2020. This guidance was presented to the North Carolina State Board of Education on Thursday, April 23, 2020. The NC SBE approved the recommendations presented by NCDPI. Dr. Cotton presented the guidelines for the Wilkes County Board of Education as follows:
 
GRADES KINDERGARTEN – 11TH GRADE
  • All final evaluation of learning for students will be based on our last day of face-to-face instruction, March 13.
  • Any additional learning, feedback, or grading will only enhance a student’s final grade.
  • Grades during remote learning only given if NCDPI’s Critical Factors are all met:
    • Learning is accessible by all students meeting all diverse needs
    • Consistent communication between teachers and students
    • Priority standards and skill development are the focus
    • Includes evidence of student learning
    • Considers the whole child, including the home learning environment
  • Focus more on engagement than evaluation.
  • The school year is not over. Learning continues until the end of the school year.
 
REPORTING FINAL GRADES FOR KINDERGARTEN – 5TH GRADE
  • Grades K – 5 students will not receive a final grade.
  • Teachers will provide year-end written feedback for students/families based on student learning for the full academic school year.
  • Academic and social/emotional feedback regarding student strengths and needs will be used to help transition students into the 2020-2021 school year.
 
REPORTING FINAL GRADES FOR 6TH GRADE – 8TH GRADE
  • Grades 6 – 8 students will receive a final course grade of PC19 (Pass) or WC19 (Withdraw).
  • A student’s grade will be held harmless for learning after March 13.
  • PC19 is assigned to any student meeting expectations and passing the course as of March 13 or has improved to passing through remote learning.
  • WC19 is assigned to any student who was not passing the course as of March 13 and was not able to improve to the point of passing through remote learning.
  • WC19 does not mean a student failed the course and does not imply retention. It means there is a lack of evidence the student mastered the course standards.
  • Academic and social/emotional feedback regarding student strengths and needs will be used to help transition students into the 2020-2021 school year.
 
REPORTING FINAL GRADES FOR 9TH GRADE - GRADE 11TH GRADE
Students in grades 9 through 11 and non-graduating seniors will choose how each final course grade will appear on their transcript for their Spring semester 2020 courses.
  • Students will make these choices after advisement from the teacher/school and in consultation with the parent/guardian.
  • Academic and social/emotional feedback regarding student strengths and needs will be used to help transition students into the 2020-2021 school year.
  • Report the numeric grade, their grade from March 13 or as improved by May 29 (may choose the higher of the grade)
  • Students will receive course credit
  • The numeric grade and quality points will be used to calculate GPA
 
OPTIONS IN REPORTING FINAL GRADES FOR GRADES 9TH GRADE – 11TH GRADE SPRING 2020
 
OPTION ONE
  • Report the numeric grade, their grade from March 13th or as improved by May 29th (may choose the higher of the grade)
  • Students will receive course credit
  • The numeric grade and quality points will be used to calculate GPA
 
OPTION TWO
  • Report a PC19 or WC19; will not impact GPA
  • Choosing a PC19 will give course credit
  • WC19 does not equate to a failing course grade but indicates a lack of evidence of mastery of standards in that course
  • WC19 will not give a course credit, but students could take advantage of credit recovery or repeating a course for credit in the future

REPORTING FINAL GRADES SENIORS CLASS OF 2020
  • To graduate, seniors must meet the State Board of Education 22 graduation requirements.
  • Fall courses stand as they are; grades count in GPA.
  • Spring courses: students will receive a Pass or Withdrawal based on their learning as of March 13th for ALL spring courses.
  • If senior was passing on March 13th, they will receive credit for that course with a PC19 on their transcript
  • If a senior was not passing a course on March 13th, they will not receive credit for the course with a WC19 on their transcript
  • If senior is not passing a graduation required course on March 13th, the teacher will provide remote learning opportunities for the student to improve to a passing grade
  • Instruction for senior courses will continue through the end of the school year.

Chairman Mr. Rudy Holbrook asked if anyone had submitted public comments. No one had submitted comments.
 
On a motion by Mrs. Barnes, seconded by Mr. Shumate and duly carried, the minutes for April 6, 2020 were approved as presented.
 
On a motion by Mr. Walker, seconded by Mrs. Huffman and duly carried, the Personnel Report was approved as presented.

On a motion by Mrs. Huffman, seconded by Mr. Walker and duly carried, the Renewal of Licensed Personnel was approved as presented. North Carolina General Statute §115C-325 requires that a contract between the local board of education and a teacher who has been employed by the local board of education for less than three years be for a term of one school year. Teachers not recommended for renewal should receive a written notice by June 1st. Reasons for non-renewal cannot be arbitrary, capricious, discriminatory, personal, political, or prohibited by law. The attached list of teachers is being presented for renewal of contract. In accordance with North Carolina General Statute §115C-287.1  The list of administrators approved for renewal of contract are listed below:

On a motion by Mr. Shumate, seconded by Mrs. Barnes and duly carried, the revisions to Student Accountability Standards Policy 3420 was approved as presented.


On a motion by Mrs. Huffman, seconded by Mrs. Barnes and duly carried, the CTE Local Application for 2020-2021 was approved as presented.


On a motion by Mr. Shumate, seconded by Mr. Walker and duly carried, the Fiber Optic Easement to Wilkes Communication at Boomer-Ferguson Elementary School was approved as presented (see attachment one).


On a motion by Mrs. Barnes, seconded by Mrs. Huffman and duly carried, the Cooling Tower Replacement for Wilkes Central High School was approved as presented. ACR Supply gave the lowest price of $39,497.29 and was awarded the contract.


On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried, the Electrical Upgrade for Mountain View Elementary School was approved as presented. Trent Barker Electric was the lowest bidder and was awarded the contract for $22,004.21.


On a motion by Mrs. Huffman, seconded by Mrs. Barnes and duly carried, the Eight Rooftop Units for Mountain View Elementary School was approved as presented. The lowest bidder was United Refrigeration, Inc. and was awarded the contract for $25,410.41.


On a motion by Mrs. Huffman, seconded by Mrs. Barnes and duly carried, the Exterior Painting Project for C.B. Eller Elementary School was approved as presented. Hayes Printing was the low bidder at $19,500.00 and was awarded the contract.


On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried, the Exterior Painting Project for Central Services was approved as presented. Appalachian Paint and Stain was the low bidder at $32,700.00 and was awarded the contract.


On a motion by Mrs. Barnes, seconded by Mrs. Huffman and duly carried, the Budget Amendments for the State Public School Fund and the Current Expense Special Use Fund was approved as presented and the amounts are listed below:
 
Decrease of State Public School Fund:  $86,758.00
Increase of Current Expense Special Use Fund:  $448,545.00

On a motion by Mr. Shumate, seconded by Mr. Walker and duly carried, the contract with the firm of Hardee Strickland was approved as presented and will complete the Fiscal Year Audit for 2019-2020.


Chief Academic Officer, Dr. Donna Cotton, presented for Discussion the Evaluation of Student Progress Policy 3400. The revisions include an amendment to the statement regarding no grades lower than 50 for reporting purposes during the first and third nine weeks. The change to the policy is less punitive toward students and modifies the language to ensure that students who have a failing average are getting the supports and interventions needed to be more successful.


Chairman Mr. Holbrook had the following announcements:               
  • May 25, 2020 – Memorial Day Holiday
  • May 29, 2020 – Fourth Grading Period Ends
 
Chairman Mr. Holbrook announced the next meeting to be June 1, 2020. This meeting will be held in the Arnold and Becky Lakey Boardroom located at 613 Cherry Street, North Wilkesboro, North Carolina beginning at 5:30 PM.

Chairman Mr. Holbrook, Vice-Chairman Mrs. Huffman, and Board Member Mr. Kirk Walker thanked Mrs. Leslie Barnes and Mr. Darren Shumate for their years of service to the Wilkes County Board of Education and to the student and staff of Wilkes County Schools.


Upon a motion by Mr. Walker and seconded by Mrs. Huffman, the Wilkes County Board of Education voted unanimously to meet in closed session at 6:29 PM for the following reasons: to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. § 143-318.11(a)(3).


No further business was presented and upon a motion by Mrs. Huffman, seconded by Mrs. Barnes, the Board of Education adjourned from closed to return to open session at 7:01 PM.


On a motion by Mrs. Huffman, seconded by Mrs. Barnes and duly carried, there being no further business, the Board adjourned from open session at 7:02 PM.
