Summary of Board Minutes

March 2, 2020

 
The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p.m. Monday, March 2, 2020 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659.
 
Present for the meeting were Chairman Mr. Randall “Rudy” Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Kirk Walker, Mrs. Leslie Barnes and Mr. Darren Shumate. Also present were Superintendent Mr. D. Mark Byrd, Assistant Superintendent Dr. Westley Wood, Chief Technology Officer Ms. Julie Triplett, Chief Finance Office Mr. Seth Prevette, Chief Academic Officer Dr. Donna Cotton, Director of Child Nutrition Mr. Marty Johnson, Director of Maintenance Mr. Bergie Speaks, Director of Pre-K and Elementary Education Ms. Callie Grubb, Director of Middle School, Federal Programs, Interim County Athletic Director, and Cultural Arts Dr. Joe Bullis, Director of Transportation Mr. Eric Barker, AIG Coordinator Ms. Angie Lamb, Public Relations Officer Ms. Morgan Mathis, and Executive Administrative Assistant Ms. Carolyn Triplett.
 
Chairman Mr. Rudy Holbrook called the meeting to order and recognized our special guest in attendance.
 
Chairman Mr. Rudy Holbrook recognized Board Member Mrs. Leslie Barnes to lead the Invocation.
 
On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the agenda was approved as presented.
 
Chairman Mr. Randall “Rudy” Holbrook recognized Superintendent Mr. Mark Byrd for the Superintendent’s Welcome and Pledge of Allegiance. Mr. Byrd announced that this week is National School Social Workers Week. Wilkes County Schools is very fortunate to have the people working with our students in these roles that we do, we owe them a tremendous “thank you”! If you get an opportunity, take time to say ”thank you” to Angel Bell, Penny Souther, Regina Brown, Amber Shumate, and Brandy Miller for all they do for our students every day.
 
Also this week is National School Breakfast Week. Mr. Byrd thanked Mr. Marty Johnson and his staff for their efforts in having breakfast available for our students. For the month of February, our Child Nutrition staff served over 6,100 students breakfast daily. While there are too many names to mention, we would like to thank our Child Nutrition staff for what they do for our students every day.
 
Mr. Byrd reminded everyone to go to the polls to vote on Election Day. We are fortunate to live in a country where we have the privilege of voting, and we should never take that for granted.

Superintendent Mr. Mark Byrd, along with Assistant Superintendent Dr. Westley Wood, recognized the North Carolina Senior Beta Club Convention Winners. The North Carolina Senior Beta Club Convention took place on February 6-7, 2020 at the Sheraton Four Seasons Hotel & Koury Convention Center in Greensboro. Beta holds annual state conventions in 18 states, both for Senior and Junior Beta divisions, and winners of these state events go on to compete at the national level. Activities range from academic contests, to quiz bowls, to talent competitions. Conventions give members the opportunity to interact, share project ideas, and showcase their academic and leadership abilities. Wilkes Early College High School had two students place in the top of their competitions at the North Carolina Senior Beta Club Convention. Congratulations to Kennedy Collins on being awarded first place in Fiber Arts, Division II.  Congratulations to Jessika Norman on being awarded second place in Painting, Division II. WECHS also received a G.O.L.D Key Award (Growing Opportunities by Leadership Development) for increasing convention attendance. Congratulations to these students and Wilkes Early College High School!


Superintendent Mr. Mark Byrd, along with Assistant Superintendent Dr. Westley Wood, recognized Public Information Officer Ms. Morgan Mathis. Wilkes County Schools was among 36 school districts in North Carolina to win Blue Ribbon Awards for effective school communications and public relations. These awards were presented by the North Carolina School Public Relations Association (NCSPRA) during the annual Blue Ribbon Awards ceremony and brunch on Friday, January 31, 2020 at the O. Henry Hotel in Greensboro. A Blue Ribbon Award is the highest honor a school district can receive from the North Carolina School Public Relations Association. The award recognizes excellence in school communications and public relations. Members of the Georgia School Public Relations Association judged the entries. There are three award levels: gold, silver, and bronze. The judges' score entries were based on content, quality, effectiveness, and overall impression. Public Information Officer Ms. Morgan Mathis won 8 Blue Ribbon Awards on behalf of Wilkes County Schools in the categories of photography, digital media engagement, and electronic media - five of them gold level and three of them silver level. Congratulations to Ms. Morgan Mathis on this achievement for Wilkes County Schools.


Superintendent Mr. Mark Byrd, along with Assistant Superintendent Dr. Westley Wood, recognized the 2019-2020 Wilkes County Schools Spelling Bee Winners. The competition was held February 25, 2020 in the Stone Family Center for the Performing Arts. The Wilkes County Schools Spelling Bee runner-up is Alyssa Wondolowski. Alyssa is a 5th grade student at C.B. Eller Elementary School. Congratulations to the Wilkes County Schools Spelling Bee winner, for the fifth consecutive year, Ruston Rapoport. Ruston is a 7th grade student at Central Wilkes Middle School. We wish him the best of luck as he advances to the Regional Spelling Bee on March 15, 2020 in Winston-Salem, NC. Congratulations to these students!


Focus on Curriculum was presented by our Public Information Officer, Ms. Morgan Mathis, regarding two of our Youth Leadership Programs. First, is United Teens in Action (UTA), which is a youth-focused civic engagement program designed for high school youth to increase their leadership experiences, and also become more involved in Wilkes County. This program was modeled after the Leadership Wilkes program designed by the Wilkes Chamber of Commerce. It is comprised of junior students from all five of our high schools. They are chosen by their school for their leadership skills or leadership ability. These students attend monthly meetings during the school day where they participate in a fast and challenge-filled training experience facilitated by Leading to Change, a national training agency based out of Charlotte, North Carolina. These students also complete a service project based on the needs of Wilkes County. Secondly, we have T3LC which stands for Time, Talent, and Treasure Leading to Change. Students who participate in UTA as juniors, transition into T3LC as seniors. It is a youth-focused civic engagement program designed for high school youth to increase their leadership experiences, and also become more involved in Wilkes County. The goal for T3LC students is to come together as a group to learn about philanthropy, and how they can give back to their community using their time, talent, or treasure. These students also learn how to develop a RFP (Request for Proposal), and go through the selection process. Students design a RFP based on the current needs of Wilkes County. The RFP is youth-led, so they require each application to have a student name and adult advisor name. After developing the application, it is their responsibility to promote their proposal. Each year, T3LC students have $7,000.00 they can give in grant money. These students host a grant celebration as their last meeting of the school year where they invite all grantees (student and adult advisor) to a dinner and present a check to each of them.
 
We also had another Focus on Curriculum presented by Chief Academic Officer, Dr. Donna Cotton, regarding our Wilkes County Schools’ Summer Program (WCS Success Academy). The Department of Public Instruction has once again approved that districts may administer the End-of-Grade (EOG) and End-of-Course (EOC) assessments during a summer session. Wilkes County Schools has elected to provide a summer school program, called “WCS Success Academy”, immediately following the last day of school. It will extend the school year for qualifying students by four days. This is an opportunity for students who did not meet proficiency on an EOG or EOC to have additional instruction and to be allowed a re-administration of that assessment. Success Academy is an optional opportunity for students who did not meet proficiency on the EOG or EOC for their subject or grade level. After the EOG and EOC scores are received, parents of students who did not meet the proficiency benchmark will be contacted to discuss Success Academy participation. Before students are eligible to take the re-administration of the EOG or EOC during Success Academy, they must attend at least one day of remediation after the official end-of-school. This is a requirement of NCDPI policy. Tutoring and remediation may begin as soon as test scores are released to the school. This year, we will only re-administer Grades 3-8 Math EOG, Grade 5 and 8 Science EOG; Math 1, Math 3, and Biology EOCs. Transportation will be provided through community stops in each district. Students will be served breakfast and lunch through the Summer Feeding Program.

Chairman Mr. Rudy Holbrook asked if anyone had signed up for public comments. No one signed up.
 
On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the minutes for February 3, 2020 were approved as presented.
 
On a motion by Mr. Walker, seconded by Mrs. Barnes and duly carried, the Personnel Report was approved as presented.

On a motion by Mrs. Huffman, seconded by Mrs. Barnes and duly carried, the 2019-2020 Summer School Plan was approved as presented. Wilkes County Schools has elected to provide a summer school program called “WCS Success Academy”.


On a motion by Mr. Darren Shumate, seconded by Mr. Walker and duly carried, the High School Laptop Bid was approved as presented. Four bids were received with Applied Data Technologies being the lowest with a bid of $707.37 each. These new devices will replace one grade level set of laptops that were purchased in 2015 and are being used this year by juniors or seniors in our High Schools.


On a motion by Mrs. Barnes, seconded by Mrs. Huffman and duly carried, the Erate Category 2 Mini-Bid and Wireless Vendor Selection was approved as presented. North Carolina’s Department of Public Instruction awarded bids for Erate eligible Category 2 products and services. We requested pricing for 5 year license renewals for existing wireless access points and additional access points and licenses for locations without coverage. Since we will need many more licenses than access points, A3 Communications submitted the lowest quote of $174.72 each for licenses and $466.36 for access points. Based on cost and their technical sufficiency, previous vendor experience, and other considerations for this quote, A3 Communications is the most cost effective vendor for our wireless needs. We will complete a Form 471 requesting Erate funding.


On a motion by Mr. Walker, seconded by Mrs. Huffman and duly carried, the Revision of Policy 7241, Drug and Alcohol Testing of Commercial Motor Vehicle Operators was approved as presented. This policy has been revised to comply with updated federal law and regulations related to the comprehensive drug and alcohol testing program of school bus drivers and all other commercial motor vehicle operators employed by the Wilkes County Board of Education.


On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the Septic Tank Easement for Adjoining Landowner at Roaring River Elementary School was approved as presented. Land owner, Mrs. Joy Christina Howell, has requested an easement for her existing septic tank which is partially on an adjoining piece of property we purchased known as Keith Hawkins Garage beside Roaring River Elementary. Her current septic system is failing, and she needs to do repairs. Repairs cannot be made until she is granted an easement from the school system.


On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Budget Amendments for the State Public School Fund and the Capital Outlay Fund were approved as presented and the amounts are listed below:
 
Increase of State Public School Fund:  $726,723.00
Increase of Capital Outlay Fund:  $403,622.00

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Audit Services Contract for the audit fiscal year 2020 was approved as presented. A price increase of 4.5% or $1,290.00 will be increased from the previous year.


On a motion by Mrs. Barnes, seconded by Mr. Walker and duly carried, the Northwest Regional Educational Service Alliance Agreement was approved as presented. This agreement will allow NWRESA to maintain office space, conduct meetings, workshops, etc. at the Wilkes County Central Services property. This agreement not only represents a cost savings for NWRESA, but will also allow them to continue to provide opportunities for teachers, superintendents, and staff of schools throughout the Northwest area.

Chairman Mr. Holbrook announced the next meeting to be April 6, 2020. This meeting will be held in the Arnold and Becky Lakey Boardroom located at 613 Cherry Street, North Wilkesboro, North Carolina beginning at 5:30 PM.
