The Board of Education of the Wilkes County Administrative Unit conducted a regular meeting virtually due to the COVID-19 guidelines on Monday, June 1, 2020 at 5:30 p.m. at 613 Cherry Street, North Wilkesboro, North Carolina 28659.
 
Present for meeting were Chairman Mr. Randall “Rudy” Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Kirk Walker, Mrs. Leslie Barnes, Mr. Darren Shumate, and newly elected Board Members Mrs. Joan Caudill and Mr. Hardin Kennedy, III. Also present were Superintendent Mr. D. Mark Byrd, Assistant Superintendent Dr. Westley Wood, Chief Technology Officer Ms. Julie Triplett, Chief Finance Officer Mr. Seth Prevette, Chief Academic Officer Dr. Donna Cotton, Director of Pre-K and Elementary Education Ms. Callie Grubb, Director of Exceptional Children Ms. Jennifer Blankenship, Director of Student Services Ms. April Marr, Director of Child Nutrition Mr. Marty Johnson, Director of Transportation Mr. Eric Barker, Director of Middle School, Federal Programs, Interim County Athletic Director, Cultural Arts Dr. Joe Bullis, and Executive Administrative Assistant Ms. Carolyn Triplett.
 
Chairman Mr. Rudy Holbrook called the meeting to order.
 
Chairman Mr. Rudy Holbrook recognized Board Member Mr. Hardin Kennedy, III to lead the Invocation.
 
Chairman Mr. Randall “Rudy” Holbrook recognized Superintendent Mr. Mark Byrd for the Superintendent’s Welcome and Pledge of Allegiance. Superintendent Mr. Byrd shared that this meeting was special for many reasons. First of all, we get to say “Thank You” to our Teachers, Principals, and numerous staff members who made 2020 a great school year despite challenges that none of us anticipated. Your efforts are appreciated and we are proud of the great job you did for our students. To the class of 2020, Congratulations, and we look forward to celebrating your accomplishments sometime in the near future. Just a reminder that COVID-19 can’t take away what you earned over the past thirteen years. To our underclassmen, we will be ready, and look forward to the day when our students return to our buildings. To all the students and staff, we wish you a safe and happy summer. Tonight we also get to say “Thank You” to two very special people for their years of service to students of Wilkes County. Mr. Darren Shumate has served on our board for eight years, and Mrs. Leslie Barnes for four years. We could not have asked for better board members during that time and Wilkes County should be proud of how these two individuals have served our students and our staff. Both have been very dedicated, have worked well with others, and have been very supportive of all of our schools. Wilkes County Schools has the reputation for very strong working relationship between the Board and Superintendent, and both of you have had a very instrumental part in the success of our school system. We welcome two new members, Mrs. Joan Caudill, Mr. Hardin Kennedy, III, and Mr. Kirk Walker re-elected member. These members will be sworn in by Mr. Byrd. At our August meeting, we plan a public setting if restrictions are lifted. The entire system is excited for them to join us and we look forward to working with them over the next four years to do what is best for students and staff in the county. Great things are taking place in Wilkes County Schools, and we look forward to your role in helping us strive to be even better.

On a motion by Mrs. Huffman, seconded by Mrs. Caudill and duly carried the agenda was approved as presented.

Due to COVID-19 Superintendent Mr. Mark Byrd will provide information related to this pandemic each month on how Wilkes County Schools is addressing and provide information as needed until further notice. Three Directors were asked to provide an update about where we are at this time.
 
Director of Child Nutrition, Mr. Marty Johnson, gave a brief update from our Child Nutrition Department. From March 17, 2020 - May 29, 2020, we have provided 540,868 meals. Starting June 1, 2020 through June 30, 2020, we will have five sites available for our Summer Feeding. They are Central Wilkes Middle School, East Wilkes Middle School, Mulberry Elementary School, Traphill Elementary School, and West Wilkes Middle School. We will also have nine buses at fifteen Community Stops. At this time plans for July will be determined at a later date. Mr. Johnson thanked everyone for their support of Child Nutrition.
 
Director of Middle School, Federal Programs, Interim County Athletic Director, and Cultural Arts, Dr. Joe Bullis, gave an update on the CARES Act in response to needs created or predicted as a result of the COVID-19 pandemic. The Wilkes County School system is getting $2.3 million through the Elementary/Secondary Schools Emergency Relief Fund of the CARES Act. These funds will be available through September 2021. These funds can be used on transportation costs for delivering meals and student curriculum packets during remote learning the last 2 1/2 months of the school year, stipends for frontline workers, additional cleaning and disinfectant supplies, and more. This is a flexible fund in which we are grateful for. These funds came directly from the federal government to school systems.
 
Chief Finance Officer Seth Prevette stated that more CARES Act funding is coming through the North Carolina House Bill 1043 (Coronavirus Relief Fund) to school systems. Mr. Prevette stated $232 million was awarded to the state for the Coronavirus Relief Fund, but how it’s being divided to the school systems isn’t fully known at this time. Mr. Prevette also commented that $617,000 must be spent for school food service (Child Nutrition) by June 30th. This money must be spend on supplies and materials.

Focus on the Curriculum was presented by Chief Academic Officer, Dr. Donna Cotton. The North Carolina Department of Public Instruction has released guidance for the Summer Learning/JumpStart Program House Bill 1043. This bill will allocate $70,000,000 to local school districts in order to provide a supplemental summer learning program for students whose learning has been negatively affected by the impacts of COVID-19. Dr. Cotton shared the following key points:
 
  • Reading interventions for K-3 students during 19-20SY who were not on track to meet 19-20 year-end reading expectations based on diagnostic assessments prior to March 16, 2020;
  • Reading interventions for 4th grade students during the 19-20SY who were not on track to meet 19-20 year-end reading expectations as identified by their 19-20 reading teachers;
  • Math interventions for K-4 students during the 19-20SY who were not on track to meet 19-20 year-end math expectations as identified by their 19-20 math teachers;
  • The program shall not be included in scheduled instructional time for the 2020-2021 school year calendar, but shall provide a supplement to that instruction;
  • Parents of qualifying students shall make the final decision regarding student attendance at these programs.
 
The legislation is specific about how the funds are appropriated per grade level and what they may be used for. They can be used for delivery of interventions, instruction using methods such as: digital resources, printed materials, literacy coaches, and face-to-face instruction, along with transportation costs. The plan also includes 7 elements and will support at least a 3-week, 5 days per week program for rising 1st-4th graders. They are listed as follows:
  1. Assessment to inform individualized instructional plans for students;
  2. Use of evidence-based resources aligned with state standards;
  3. Include plans for occupational therapy for EC students and social-emotional and academic learning;
  4. Efforts to assess and support social and emotional needs of students;
  5. Student to Teacher ratio of 16:1 or less;
  6. Outreach to families regarding the program and extra at-home activities; and
  7. Transportation and nutrition supports.
All funds must be used prior to December 30, 2020.

Chief Academic Officer Dr. Donna Cotton also provided an update on our Remote Instruction Plan. Senate Bill 704 became Session Law 2020-3 with the General Assembly of North Carolina determining the governing body of each public school unit shall develop a Remote Instruction Plan for the 2020-2021 school year and shall submit the plan to the North Carolina State Board of Education no later than July 20, 2020. The purpose of the plan is to provide a detailed framework for delivering quality remote instruction to all students within the public school unit during the 2020-2021 school year. Dr. Cotton presented the thirteen elements that the Wilkes County School’s Remote Instruction Plan shall address.
  1. Consult with all stakeholders in developing the plan.
  2. Training for teachers and staff on effective use of remote instruction resources (including online and offline resources).
  3. Defining and clearly communicating staff roles and expectations for remote instruction days.
  4. Surveying student and teacher home connectivity and providing for remote instruction that is appropriate for teachers and students.
  5. Engaging with community partners on services that parents and students can utilize on remote instruction days (provide free connectivity, childcare, etc.).
  6. Develop effective design and delivery of remote instruction lessons within professional learning communities.
  7. Teaching and practice opportunities for students on accessing and using remote instruction platforms and methods.
  8. Communicating learning targets and ensuring the lesson includes instructional time, practice, and application components.
  9. Ensuring that remote instructional time supports learning growth that continues toward mastery of the standard course of study.
  10. Ensuring students with disabilities have equal access to the remote instruction provided by their school (part of their IEP or 504).
  11. Tracking and reporting attendance.
  12. Providing online and offline contact options for students to communicate with teachers.
  13. Providing technology support for students experiencing technical difficulties.

  1. Ensuring EL learners, students served under McKinney-Vento, and AIG learners have appropriate supports and access.
  2. Address the limitations of offering quality remote instruction in the school district
Dr. Cotton added this is giving us an opportunity to be very specific and detailed if we ever have to go to this type of instruction again. We did a great job at what we did for the students of Wilkes County Schools during this time.

Recommendation of Administrator Contract Renewal

D. Mark Byrd – Superintendent – July 1, 2020 through June 30, 2024

On a motion by Mr. Kennedy, seconded by Mrs. Huffman and duly carried, the Renewal of Licensed Personnel was approved as presented. North Carolina General Statute §115C-325 states a renewal of contract between the local board of education and a teacher who has been employed by the local board of education for three years can be for a term of more than one year. The attached list of teachers were approved in accordance with Wilkes County Schools Policy 7411, Uniform Teacher Contracts.

On a motion by Mrs. Huffman, seconded by Mrs. Caudill and duly carried, the revisions to the 2020-2021 Academic Calendar was approved as presented. The school calendar total days will remain at 215 days, with the inclusion of five additional instructional days, and the inclusion of five remote student learning days (remote student learning days cannot be scheduled prior to August 24, 2020). The opening date for students shall be August 17, 2020 with the closing date for students being no later than June 11, 2021.


On a motion by Mr. Walker, seconded by Mrs. Barnes and duly carried, the Out-of-County/Overnight Field Trip list was approved as presented pending the COVID-19 restrictions.

On a motion by Mrs. Caudill, seconded by Mrs. Huffman and duly carried, the Evaluation of Student Progress Policy 3400 was approved as presented.

On a motion by Mr. Walker, seconded by Mrs. Huffman and duly carried, the Exceptional Children’s Department Cooperative Agreement for Division of Vocational Rehabilitation was approved as presented for the 2020-2021 school year. Vocational Rehabilitation Services supports our students transitioning post-graduation.


On a motion by Mrs. Huffman, seconded by Mr. Kennedy, the Athletic Insurance for the fiscal year was approved as presented. American Advantage (K&K Insurance) has provided our insurance for the last several years. Their bid for the 2020-2021 school year is $23.46 per high school athlete and $12.13 per middle school athlete. This is the same rate as the three years prior. The total premium is $31,182.55.


On a motion by Mrs. Huffman, seconded by Mr. Walker and duly carried, the Budget Amendments for the State Public School Fund was approved as presented for the amount listed below:
 
State Public School Fund:  Increase of $94,015.00

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the Resolution to close fiscal year 2019-2020 was approved as presented.

On a motion by Mrs. Huffman, seconded by Mrs. Caudill and duly carried, the Interim Budget was approved as presented required by North Carolina General Statute 115C-434. This Statute requires the local board of education to adopt a continuing resolution anytime the budget resolution is delayed until after July 1.


Chairman Mr. Holbrook had the following announcements: 
             
  • July 3, 2020 – Independence Day Holiday
  • No July Board of Education Meeting
 
Chairman Mr. Holbrook announced the next meeting to be August 10, 2020. This meeting will be held in the Arnold and Becky Lakey Boardroom located at 613 Cherry Street, North Wilkesboro, North Carolina beginning at 5:30 PM.

Chairman Mr. Holbrook, Vice-Chairman Mrs. Huffman, and Board Member Mr. Kirk Walker welcomed Mrs. Joan Caudill and Mr. Hardin Kennedy, III to the Board of Education. They are looking forward to working together to support the students and staff of Wilkes County Schools.


On a motion by Mrs. Huffman, seconded by Mr. Walker and duly carried, there being no further business, the Board adjourned at 6:47 PM.
