Summary of Board Minutes

August 5, 2019

 
The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 PM on Monday, August 5, 2019 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659.
 
Present for meeting were Chairman Mr. Randall “Rudy” Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Kirk Walker, and Mr. Darren Shumate. Absent was Ms. Leslie Barnes. Also present were Superintendent Mr. D. Mark Byrd, Assistant Superintendent Dr.  Westley Wood, Chief Academic Officer Dr. Donna Cotton, Executive Chief Finance Officer Mr. Seth Prevette, Director of Testing and Accountability Mr. Jeffrey Johnson, Director of Exceptional Children Ms. Jennifer Blankenship, Director of Maintenance Mr. Bergie Speaks, Director of Child Nutrition Mr. Marty Johnson, Director of Athletics and Healthful Living Mr. Chris Skabo, Director of CTE/Career and College Promise Mr. Wayne Shepherd, Director of Pre-K & Elementary Education Ms. Callie Grubb, Director of Middle School, Federal Programs, and Cultural Arts Dr. Joe Bullis, Director of Transportation Mr. Eric Barker, Public Relations Officer Ms. Morgan Mathis, and Executive Administrative Assistant Ms. Carolyn Triplett.
 
Prior to calling the meeting to order, Chairman Mr. Rudy Holbrook recognized Board Member Mr. Darren Shumate to lead the Invocation.
 
On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried, the Agenda was approved as presented.
 
Chairman Mr. Randall “Rudy” Holbrook recognized Superintendent Mr. Mark Byrd for the Devotion and Pledge of Allegiance. Mr. Byrd announced we anticipate over 9,000 students returning for their first day of school, and roughly 250 of those will arrive next Tuesday at Wilkes Early College High School. We anticipate over 600 teachers returning, almost 70 of which are brand new to Wilkes County Schools. All of our administrators have worked diligently to get ready for these returns, and two of our Principals will get to experience their first opening of school as a Principal, which they will never forget. The opening of school is one of the most exciting times of year for those involved in education, and an exciting time for our entire county!

Superintendent Mr. Mark Byrd along with Assistant Superintendent Dr. Westley Wood recognized and congratulated our new assistant principals for the 2019-2020 school year. We are excited to see them bring their educational leadership skills to fruition and make a difference in their school and community!
 
  • Ms. Candie Greer will be moving from serving as an instructional specialist at Wilkes Central High School to serving as the assistant principal of Mulberry Elementary School.
 
  • Mr. Grant Tharpe will be moving from serving as a teacher at East Wilkes Middle School to serving as the assistant principal of Mountain View Elementary School.

Superintendent Mr. Mark Byrd along with Assistant Superintendent Dr. Wesley Wood recognized and congratulated our new principals for the 2019-2020 school year. These administrators are student-centered leaders who will keep students safe and hold high expectations for all students.
 
  • Mrs. Beckie Spears has served as assistant principal at Mulberry Elementary School, and will now serve as principal of Wilkesboro Elementary School. Mrs. Spears has served our system as a teacher, instructional specialist, and assistant principal. Mrs. Spears says as principal, she will continue building a positive, nurturing learning community where students and teachers can grow.
 
  • Mrs. Nikki Patrick previously served as assistant principal at Mountain View Elementary School, and will now serve as principal of Traphill Elementary School. She has served Wilkes County as both a teacher and assistant principal at the middle and elementary level. She says she is extremely excited and grateful for the opportunity and looks forward to serving at Traphill Elementary.

Superintendent Mr. Mark Byrd along with Assistant Superintendent Dr. Westley Wood recognized the CTE Administrator of the Year for the Northwest Region, Mr. Wayne Shepherd. The North Carolina Association for Career and Technical Education (NCACTE) is the professional organization for North Carolina educators associated with career and technical education. Each year, they host a summer conference where they recognize CTE administrators who have demonstrated outstanding leadership and have made significant contributions toward innovative, unique and effective career and technical education programs. The administrators recognized are nominated by their peers, and then voted on by other CTE administrators. Mr. Wayne Shepherd, Director of Career and Technical Education, was selected as the 2019-2020 CTE Administrator of the Year for the Northwest Region. Mr. Shepherd will advance to compete for the title of North Carolina CTE Administrator of the Year, and the winner will be announced at the CTE Administrator’s Conference next spring. Congratulations to Mr. Shepherd, and we wish him the best of luck at the state level.


Superintendent Mr. Mark Byrd along with Assistant Superintendent Dr. Westley Wood recognized The Wilkes County Retired School Personnel who awarded a $500 grant to C.B. Eller Elementary School to purchase books to be used in the media center. The Books in Schools Committee presented the check on June 26th. Members of the Books in Schools Committee are Beth Huie, Pauletta Parker, Dr. Frances Tharpe, Martha Glass and Judy Parsons. 


Curriculum Focus was presented by Chief Academic Officer Dr. Donna Cotton. As the school year begins, Dr. Cotton gave a brief overview of the focus for the upcoming 2019-2020 school year. Dr. Cotton first welcomed two new staff members:  Mrs. Callie Grubb is the new Director of Pre-K and Elementary Schools and Mr. Jeffrey Johnson is the new Director of Testing and Accountability. Both will be valuable to our School System.
 
Wilkes County Schools will be in Phase 3 of Implementation of Teaching and Learning Framework. Training for all staff will begin August 23, 2019. Principals will continue growing as instructional leaders through monthly principal meetings focused around topics supporting the framework and coaching we provide from Central Services.
 
We have a New Read to Achieve Reading Diagnostic Assessment called iStation. Enacted by the North Carolina legislature, RtA is designed to ensure that all children in the state master the skills they need to become successful readers. iStation was selected by the North Carolina Department of Public Instruction to support the Read to Achieve (RtA) diagnostic. The contract issued to iStation supports a three-year program beginning with the 2019-2020 school year.
 
Our Leader in Me will begin their 4th year in our Middle Schools. The middle schools are seeing the positive impact this program is making in student leadership and a decrease in discipline incidents. Teachers will continue to receive the professional development “The Leader in Me Empowering Instruction”.  Wilkes County Schools will also continue to receive coaching from the Franklin Covey Coaching System.
 
Advancement via Individual Determination (AVID) is a program of professional development that promotes a shift to a more equitable, student-centered approach training educators to close the opportunity gap, and prepare all students for college, careers, and life. Schools receive professional development, a suite of resources, and ongoing support. AVID is not just "one more thing to do” for our teachers. It is a support for our teachers in the use of research and evidence-based best practices to accelerate and enhance the work that is already happening. 

Chairman Mr. Holbrook asked if anyone had signed up for Public Comments. No one had signed up.
 
On a motion by Ms. Huffman, seconded by Mr. Shumate and duly carried, the minutes for June 3, 2019, and the minutes for a Special Called meeting July 5, 2019 were approved as presented.
 
On a motion by Mrs. Huffman, seconded by Mr. Walker and duly carried, the Personnel Report was approved as presented.

On a motion by Mr. Walker, seconded by Mrs. Huffman and duly carried, the Exceptional Children’s Department Contracts for 2019-2020 school year were approved as presented. All of these contracts are continuations of existing contracts. The companies and organizations involved have been contractors with Wilkes County Schools for a number of years and have a proven record of providing high-quality services to our students. They are listed below:

On a motion by Mr. Shumate, seconded by Mr. Walker and duly carried, the Exceptional Children’s Department Interagency Agreement for Blue Ridge Opportunity Commission, Inc. was approved as presented. 


On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried, the Out-of-County/Overnight Field Trip list was approved as presented.

On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the 2019-2020 Comprehensive Continuous Improvement Plan Application for Federal Funds was approved as presented. 


On a motion by Mrs. Huffman, seconded by Mr. Walker and duly carried, the Budget Amendments were approved as presented:
 
State Public School Fund:  Increase of $33,220.00
Local Current Expense:  No change in overall budget amount

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Budget resolution for all fund sources were approved as presented. 


On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried, the Schedule of Fees were approved as presented.

On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the Procurement Plan for the Child Nutrition Department was approved as presented.

Director of Athletics and Healthful Living, Mr. Chris Skabo, presented the 2018-2019 School Health Advisory Report. North Carolina requires that each school district establish and maintain a local school health advisory council (SHAC) to help plan, implement, and monitor health education programs. This report highlights major initiatives and gives an overview of success from the 2018-2019 school year.


Director of Athletics and Healthful Living, Mr. Chris Skabo, presented the 2018-2019 High School Athletic Summary Report. During the past school year, Wilkes County Schools had varsity teams with 1,294 participants. Out of these, 50% were multi-sport athletes. The average GPA for all of these varsity teams were 3.390 (GPA). Wilkes County had 680 individual scholar athletes quality for the NCHSAA scholar athlete award. To quality for this award, an individual must achieve at least a 3.5 weighted GPA.
 

Chairman Mr. Holbrook had the following announcement:               

  • August 14-16, 2019 – Optional Workdays
  • August 19-23, 2019 – Required Workdays
  • August 26, 2019 – First Grading Period Begins
  • September 2, 2019 – Labor Day Holiday
 
Chairman Mr. Holbrook also announced the next scheduled meeting will be September 9, 2019. This meeting will be held in the Arnold and Becky Lakey Boardroom located at 613 Cherry Street, North Wilkesboro, North Carolina beginning at 5:30 PM.

On a motion by Mrs. Huffman, seconded by Mr. Walker and duly carried the board adjourned to closed session at 6:25 p.m. to prevent the disclosure of information that is privileged or confidential under state or federal law, including but not limited to N.C.G.S. 115C-319, N.C.G.S. 115C-402, and the Family Educational Rights and Privacy Act, pursuant to N.C.G.S. 143-318.11(a)(1) to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3).

On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the board adjourned from closed session at 7:53 PM.

Upon return to open session, Mrs. Huffman moved that the employment contract of Superintendent Byrd be amended to extend his term of office for a period of four years from July 1, 2019, and that his annual salary be increased, effective July 1, 2019, to equal the average increase granted to teachers by the North Carolina General Assembly not to exceed 4.00%.  This motion was seconded by Mr. Shumate and unanimously approved.


No further business was presented, and upon motion by Mr. Shumate, seconded by Mrs. Huffman, the meeting was adjourned at 8:02 PM.
