Summary of Board Minutes July 8, 2013

The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p. m. on Monday, July 8, 2013 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659.

Present for the meeting were Chairman Randall "Rudy" Holbrook, Vice Chairman Rick Lankford, Board Members Mrs. Sharron Huffman, Mr. Darren Shumate and Mr. Hardin C. Kennedy, III. Also present were Superintendent Dr. Marty Hemric, Associate Superintendent Dr. Wanda Hutchinson, Assistant Superintendent Mrs. Anna R. Lankford, and Board Attorney Fred Johnson. Administrative staff included Director of Maintenance Mr. Bergie Speaks, Director of Athletics and Healthful Living Mr. Chris Skabo, Executive Administrative Assistant Jane Nichols, and Executive Administrative Assistant Carolyn Triplett.

Chairman Mr. Holbrook called the meeting to order and asked if the Agenda needed to be amended. No amendment was needed.

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the Agenda was approved as presented.

Chairman Mr. Holbrook recognized Dr. Hemric for the devotional thought and pledge of allegiance. Dr. Hemric began with a moment of silence for Austin Johnson, a student at Central Wilkes Middle School who lost his fight with Muscular Dystrophy and Superior Court Judge Mitchell McLean who lost his life while assisting others who were in trouble swimming at Sunset Beach, North Carolina.

Dr. Hemric opened the business meeting requesting nominations for Chairman of the Board. Mrs. Sharron Huffman nominated Mr. Rudy Holbrook for Chairman. Dr. Hemric asked for other nominations and there were none. On a motion by Mr. Kennedy, seconded by Mr. Lankford and duly carried, the nominations for Chairman were closed. By acclamation the Board nominated Mr. Rudy Holbrook for Chairman. On a motion by Mr. Rick Lankford, seconded by Mr. Hardin Kennedy and duly carried, with a unanimous vote, Mr. Rudy Holbrook was elected Chairman. Dr. Hemric requested nominations for Vice Chairman of the Board. Mr. Hardin Kennedy nominated Mrs. Sharron Huffman for Vice Chairman. Dr. Hemric asked for other nominations and there were none. On a motion by Mr. Kennedy, seconded by Mr. Holbrook and duly carried, the nominations for Chairman were closed. By acclamation the Board nominated Mrs. Sharron Huffman for Vice Chairman. On a motion by Mr. Rudy Holbrook and seconded by Mr. Hardin Kennedy and duly carried, with a unanimous vote, Mrs. Sharron Huffman was elected as Vice Chairman.

Dr. Marty Hemric along with all Board Members presented Mrs. Jane Nichols with a print of Grandfather Mountain for her dedication to the Wilkes County Board of Education. Mrs. Nichols is retiring effective August 1, 2013 with 18 years of service. Mrs. Nichols has served over 160 Board meetings.

Chairman Mr. Holbrook asked if anyone had signed up for public comments. No one had signed up.

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried, the minutes of June 10, 2013 and June 27, 2013 were approved as presented.

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the following Personnel Report and the Blue Sheet were approved as presented.

Retirement(s)

Robert Day — Maintenance — Maintenance Department

Retirement effective — July 1, 2013 with eight years and four months of service

Kenny Meyerhoffer — Custodian — Millers Creek Elementary School Retirement effective — August 1, 2013 with nine years of service

Independent Contractor Nancy Wilson

On a motion by Mrs. Huffman, seconded by Mr. Lankford and duly carried, the Teachers Eligible for Tenure was approved as presented. Inadvertently three names were left off the list from the previous Board Meeting. These names were placed on the Blue Sheet and will be submitted for final approval at the August 5, 2013 Board Meeting.

 
   

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the 403(b) Supplemental Retirement Savings Program was approved as presented. This is not a replacement of existing carriers it is only another choice for employees as stated by Dr. Wanda Hutchinson.

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the following Exceptional Children Contracts were approved as presented:

On a motion by Mr. Lankford, seconded by Mrs. Huffman and duly carried, the High School Attendance Policy 4400 was approved as presented.

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Roofing at Various Schools projects were approved as presented:

Low Bidder; Barger Ashe Roofing: C. B. Eller $13,500.00, East Wilkes High School Building next to Auto Shop $22,000.00, East Wilkes High School Building over Auto Shop $5,500.00, Moravian Falls Elementary School Cafeteria Building $5,500.00, Mount Pleasant Elementary School $8,500.00, and Mountain View Elementary School $15,500.00.

Low Bidder; BIRS Roofing: Moravian Falls Elementary School Former Office Building $5,040.00, Moravian Falls Elementary School Gym $4,788.00, Roaring River Elementary School $3,100.00, and West Wilkes High School Concrete Covered Walks $18,802.00.

On a motion by Mr. Kennedy, and seconded by Mr. Shumate and duly carried the New Intrusion Alarm System at Wilkes Central High School was approved on the bid price of $15,473.54. Due to Budget


Constraints the new fire alarm system at Wilkes Central High School will be installed by the Wilkes County Maintenance Department.

On a motion by Mr. Lankford, and seconded by Mr. Kennedy and duly carried the Paving projects at various schools were approved as presented. Low Bidder; Carl Rose & Sons: North Wilkes Middle School $9,760.00, Central Wilkes Middle School $35,596.50, East Wilkes Middle School $17,532.00, West Wilkes Middle School $1,870.00, Mountain View Elementary School $7,686.00, and Mulberry Elementary School $14,399.00.

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried the HVAC Bids at three schools were approved as presented. Low Bidder; Davidson Heating and Air Conditioning: Mount Pleasant Elementary School $23,124.00, Mountain View Elementary School $9,358.00, and at Wilkes Central High School $11,984.00.

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried the Disposition of Surplus Items were approved as presented, (See attachment number one)

The School Health Advisory Council Annual Report for 2012-2013 was presented by Mrs. Anna R. Lankford, Assistant Superintendent. North Carolina requires that each school district establish and maintain a local School Health Advisory Council (SHAG) to help plan, implement, and monitor school health education programs and activities.

Ms. Anna R. Lankford presented The Cooperative Agreement between Wilkes County Schools and Department of Health and Human Services, Division of Vocational Rehabilitation. The purpose of this agreement is the successful transition of students with disabilities from school to post-secondary institutions of higher education and the work place. This Agreement is subject to the provisions of all applicable federal and state laws, regulations, policies and standards.

Mr. Chris Skabo, Director of Athletics and Healthful Living presented for review and approval of Policy 4150 — School Assignment. These changes are designed to conform to the recent North Carolina High School Athletic Association changes in its transfer policies. These changes will be effective as of August 26, 2013.


Mr. Fred Johnson, School Board Attorney had these words to say regarding the loss of Superior Court Judge Mitch McLean. "I would like to take this opportunity to express my condolence to the family of Judge McLean. I had an opportunity on several occasions to appear before Judge McLean in matters involving this school system as well as other school systems. We have truly lost a great friend to public education. We have lost a great friend and supporter of the Wilkes County Schools".

"It's both a personal and professional loss for me and I think he was very fair and very compassionate as was stated by so many people today at the memorial service. He saw the good in everyone and tried to bring that out".

"Knowing Judge McLean, I have no doubt in my mind that he did not hesitate one second when he saw someone in trouble and thought that he might could help that person out. To him it wasn't a stranger, it was a person in need, and that's the same attitude he had in the courtroom. We're all going to miss him greatly"

Chairman Mr. Holbrook announced the next Board meeting August 5, 2013 5:30 p.m. in the Arnold and Becky Lakey Boardroom, 613 Cherry Street, North Wilkesboro, NC 28659.

On a motion by Mr. Lankford, seconded by Mr. Kennedy duly carried, the Board adjourned at 6:45 p.m. to closed session; to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3); to consider the qualification, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee, or prospective public officer or employee, pursuant to N.C.G.S. 143-318.11(a)(6).

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Board adjourned from closed session at 8:30 p.m.

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, there being no further business, the Board adjourned at 8:30 p.m.
