The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p.m. Monday, September 12, 2016 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659.
Present for meeting were Chairman Mr. Randall “Rudy” Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Darren Shumate, Mr. Kirk Walker and Mrs. Leslie Barnes. Also present were Superintendent Mr. D. Mark Byrd, Associate Superintendent Ms. Anna Lankford, Executive Director of Personnel Dr. Westley Wood, Chief Technology Officer Ms. Julie Triplett, Chief Finance Officer Mr. Seth Prevette, Director of Maintenance Mr. Bergie Speaks, Director of Development Mr. Dennis Huggins, Director of Student Services Ms. April Marr, Director of Transportation Mr. Eric Barker, Director of Pre-K & Elementary Education Dr. Susan Blackburn, Director of Exceptional Children Ms. Tracee McManus, Director of Child Nutrition Dr. Vickie Hugger, and Executive Administrative Assistant Ms. Carolyn Triplett.
Prior to calling the meeting to order, Chairman Mr. Rudy Holbrook recognized Board Member Mr. Kirk Walker to lead the Invocation.
On a motion by Mr. Shumate, seconded by Mr. Walker and duly carried, the agenda was approved as presented.
Chairman Mr. Randall “Rudy” Holbrook recognized Superintendent Mr. D. Mark Byrd for the Devotion and Pledge of Allegiance.
Executive Director of Personnel Dr. Westley Wood recognized Jessika Norman, a 9th grade student at the Wilkes Early College High School. Jessika placed 1st in Acrylic Art at the National Junior Beta Convention held during the summer in New Orleans.
Executive Director of Personnel Dr. Westley Wood recognized the 2016 Special Olympic Athlete of the Month. Mr. Keskaun Tillman is a student at North Wilkes Middle School. Mr. Keshaun Tillman competes in athletics, bocce, basketball, cycling, and while recognizing the significance of encouraging his peers. To celebrate his hard work and dedication, Keshaun was given the opportunity to carry the torch in the 2016 Wilkes County Special Olympic Spring Games. He is our North Carolina Special Olympic Athlete of the month for August.
Executive Director of Personnel Dr. Westley Wood recognized the 2016 Governor’s School Participants. The Governor’s School of North Carolina is the oldest statewide summer residential program for gifted and talented high school students in the nation. The program, which is open to rising seniors only, with exceptions made for rising juniors in selected performing/visual arts areas, is located on two campuses; Governor’s School East at Salem College in Winston-Salem, and Governor’s School East at Meredith College in Raleigh. The program is administered by the Public Schools of North Carolina, State Board of Education, and Department of Public Instruction through the Exceptional Children’s Division.

Executive Director of Personnel, Dr. Westley Wood along with Director of Student Services, Ms. April Marr presented the HOPE Award. Our school counselors, school nurses, and school social workers support the work of our teachers, administrators, and other school staff. Their work is essential in our schools as they help address the social, emotional, and health needs of our students and their families so that our schools can be places for optimal teaching and learning to occur. Thus, the HOPE Award was created to recognize those whose sole professional focus is helping other people excel. Wilkes County Schools recognized the first group of nominees and the winner of this award.

The Winner of the HOPE Award was Angel Bell.
Associate Superintendent Ms. Anna Lankford presented the 2015-2016 READY Accountability Data:
School Performance Grades are based on 80% proficiency and 20% growth based on a 15 point grading scale. Elementary and Middle School is based completely on EOG scores in ELA, Math and Science. The High Schools have several indicators: EOC’s (Biology, Math 1, and English II), ACT, ACT Workkeys, Math Course Rigor, and Cohort Graduation Rate. In 2015-2016 four schools exceeded growth, fifteen met growth, and three did not meet growth. The grades for 2015-2016 were B’s in five schools (C.B. Eller, Moravian Falls, West Wilkes High, Wilkesboro, and Wilkes Early College High). We had fifteen schools with a grade of C (Boomer-Ferguson, Central Wilkes Middle, East Wilkes High, Millers Creek, Mount Pleasant, Mountain View, Mulberry, North Wilkes High, North Wilkesboro, Roaring River, Ronda-Clingman, Traphill, West Wilkes Middle, and Wilkes Central High). Two schools received a D Grade and they are North Wilkes Middle and C.C. Wright Elementary. These two schools will include strategies in their School Improvement Plans to bring these scores up. The overall Performance Composite was 56.8% up 1 percentage point.
Other Ready Indicators on the ACT Test, 59.5% met the benchmark of 17 which showed we were up 1 percentage point. The ACT Workkeys was 73.6% silver or high on the workplace readiness measure, down 6.6 percentage points. The Math Course Rigor was 94.8% passing Math III (up 4.7 percentage points). The 4 year Cohort Graduation Rate remained the same at 87.6%. The five year Cohort Graduation Rate was 88.3%, down 1 percentage point. Overall Wilkes County Schools met participation rates in all tested areas except ACT Workkeys with Students with Disabilities.
Read to Achieve
In 3rd Grade Reading EOG proficiency was 54.5% which is down .5 percentage point. We had 89.5% of third grade students qualified for a Good Cause Exemption. Seventy-Nine 3rd grade students were invited to RTA Camp, Fifty-Nine 3rd grade students attended. Thirty-Three students gained proficiency in the RTA Camp. Therefore; Ninety-Four 3rd Grade Students were proficient by the end of Reading Camp. The North Carolina School Report Card Release date is October 18, 2016. In late fall, the teacher quality data will be released which will show teacher growth, educator evaluation, and principal evaluation data.

On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried, the Schedule of Fees was approved as presented.
On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Budget Resolution for all fund sources was approved as presented.
On a motion by Mr. Walker, seconded by Mr. Shumate and duly carried, the Water Line Easement at East Wilkes Middle School was approved as presented. This easement is for the purpose of supplying water to three adjoining landowners.
Associate Superintendent Ms. Anna Lankford presented for discussion the Memorandum of Understanding with Department of Social Services (DDS). This will improve communication and services to children in our community. The memorandum will be reviewed each year with principals and DSS administrative staff.

Chairman Mr. Holbrook announced the next meeting to be October 3, 2016. This meeting will be held in the Arnold and Becky Lakey Boardroom located at 613 Cherry Street, North Wilkesboro, North Carolina. The meeting will begin at 5:30 p.m.
On a motion by Mrs. Sharron Huffman, seconded by Mr. Walker and duly carried, there being no further Business, the board adjourned at 6:21 p.m.
