Summary of Board Minutes May 1, 2017
The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p.m. Monday, May 1, 2017 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659.
Present for meeting were Chairman Mr. Randall “Rudy” Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Darren Shumate, Mr. Kirk Walker and Ms. Leslie Barnes. Also present were Superintendent Mr. D. Mark Byrd, Associate Superintendent Ms. Anna Lankford, Executive Director of Personnel Dr. Westley Wood, Chief Technology Officer Ms. Julie Triplett, Chief Finance Officer Mr. Seth Prevette, Director of Athletics and Healthful Living Mr. Chris Skabo, Director of Development Mr. Dennis Huggins, Director of Pre-K & Elementary Education Dr. Susan Blackburn, Director of Maintenance Mr. Bergie Speaks, Director of Transportation Mr. Eric Barker, Director of CTE Mr. Wayne Shepherd, Director of Testing and Accountability Dr. Donna Cotton, AIG Coordinator Ms. Angie Lamb, and Executive Administrative Assistant Ms. Carolyn Triplett.
Prior to calling the meeting to order, Chairman Mr. Rudy Holbrook recognized Board Member Ms. Sharron Huffman to lead the Invocation.
Chairman Mr. Holbrook called the meeting to order and asked if the agenda needed to be amended. Mr. Mark Byrd made the announcement to amend the agenda. Under Roman Numeral X (Action Item) Letter F needs to be added for approval of Board Policy 6225. This was submitted for discussion in April’s Board Packet. On a motion by Mr. Walker, seconded by Mr. Shumate the agenda was amended.
On a motion by Ms. Huffman, seconded by Mr. Shumate and duly carried, the agenda was approved as presented.
Chairman Mr. Randall “Rudy” Holbrook recognized Superintendent Mr. Mark Byrd for the Devotion and Pledge of Allegiance. Mr. Byrd recognized May 1, 2017 as National Principal’s Day and thanked all twenty-two of our Principals for their hard work and dedication. Mr. Byrd along with all Board Members recognized the first week of May as National Teacher Appreciation week. Teachers play a critical role in education and in shaping our children: the future leaders of our country. They are kind, patient, hard-working, dedicated and understanding professionals that mold our children’s lives in a positive direction. Mr. Byrd encouraged everyone to take time to thank them for all that they do for the children of Wilkes County Schools.
Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized winners from the C. B. Eller Teaching Awards for 2017. Friends and Family of C.B. Eller established the C. B. Eller Education Fund in 1987. Mr. Eller was superintendent of Wilkes County Schools for 33 years. This charitable trust is designed to improve the quality education in Wilkes County by awarding grants for professional growth for public school teachers. Wilkes County Schools has twelve educators receiving the 2017 C. B. Eller Teaching Awards. A total of $7,871.00 was granted from the C. B. Eller Education Fund of the Winston-Salem Foundation. The following list of teachers will receive awards:
Each will receive $450.00 to attend the Foreign Language Association of
North Carolina Conference.
Each will receive $840.00 to attend the 2018 Special Interest Group for
Computer Science Education Conference in Baltimore, Maryland.
$345.00 to attend the North Carolina Association for the Gifted and Talented
Conference.
$775.00 to attend the South Carolina Conference of Adlerian Psychology.
$466.00 to attend a Literacy and Choral Techniques Workshop in Asheville,
North Carolina.
Each will receive $935.00 to attend the Annual Convention of National
Council of Teachers of English in St. Louis, Missouri.
Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized the Duke University Talent Identification Program. Students are referred to this program based on scoring in the 95 percentile or higher on their 5th or 6th grade EOG’s. Students who decide to participate take either the ACT or the SAT in December. Twenty-nine Wilkes County 7th Grade Students recently participated in the Duke University Talent Identification Program (TIP). Out of the 29 students, one was awarded Grand Recognition and nine were awarded State Recognition. Congratulations to the following Students:

Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized winners for the HOSA State Leadership Conference. HOSA is a career and technical student organization for students who are enrolled in high school health science education classes and/or are interested or planning to pursue a career in the health professions. West Wilkes High School had 33 students who attended the NC HOSA Sate Leadership Conference March 29-April 1, 2017 in Greensboro, North Carolina. Four of those students placed in the top three. Those students who placed 3rd or higher have earned a bid to compete in the 41st International Leadership Conference being held in Orlando, Florida in June 2017. The following students placed in the top three at the North Carolina HOSA State Leadership Conference and they are as follows:

On March 30, 2017 our local Elementary School Battle of the Books Competition was held with twelve elementary schools participating. Students competed in eleven rounds answering questions about eighteen books on this year’s booklist. Millers Creek Elementary School won our district competition. On April 27, 2017 Millers Creek Elementary will represent Wilkes County Schools in the Regional Elementary Battle of the Books Competition.

Students competed in six rounds answering questions about twenty-seven books on this year’s booklist. North Wilkes Middle School won our district competition. On April 30, 2017 North Wilkes Middle School will represent Wilkes County Schools in the Regional Middle School Battle of the Books Competition.

On April 13, 2017 our local High School Battle of the Books Competition was held in the Arnold & Becky Lakey Boardroom at the Wilkes County Schools Administrative Offices. Focus on the Curriculum was presented in two parts for the Month of May. We had an update from Mr. Wayne Shepherd Director of Testing and Accountability. We are completing our first full year of Project ADMIT which allows student to take courses related to the Advanced Engineering Technology and Computer Technology Integration pathways. Wilkes County School is attempting to grow a qualified work force (and promote regional economic development) by promoting CTI programs. Our vision is to eliminate unemployment in Wilkes County by strategically aligning educational offerings with the needs of local business and industry. The vision is to create a highly trained and sustainable work force by empowering students to become successful citizens, workers, and leaders in a global economy.
All four of our High School Principals gave an update on the Smart Lunch Program. Smart lunch stands for Students Maximizing Achievement, Relationship, and Time. Smart Lunch is a positive school-wide initiative to encourage and support student achievement. Students may receive individualized help during the school day, as well as participate in clubs during this block. This eliminates the unintended economic gap for students who may not have a way to come after school activities, attend events with community speakers and college representatives. Also, they can play intramurals to promote physical activity and team building. Smart Lunch is a block of time in the middle of the day between second and third periods, so no class is interrupted. The time is divided into two blocks, and students may choose when to eat lunch and when to attend other activities. Our High School Principals have worked together and shared ideas for Smart Lunch. Initial data shows positive trends in academic progress. We plan to track academic gains, as well as measuring other opportunities for students. Our students say Smart Lunch Empowers Youth to Lead and succeed in a Global Community.
Chairman Mr. Holbrook asked if anyone had signed up for public comments. No one had signed up.
On a motion by Ms. Sharron Huffman, seconded by Mr. Darren Shumate and duly carried, the minutes for April 3, 2017 was approved as presented.
On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the personnel report and blue sheet were approved as presented.

On a motion by Ms. Barnes, seconded by Mr. Shumate the CTE Local Plan for the school year 2017-2018 was approved as presented.
On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried,
the Budget Amendments were approved as presented.
State Public School Fund – Increase $4,512.72
Local Current Expense Fund – No Change
Current Expense Special Use Fund Budget – Increase $61,241.00
On a motion by Ms. Huffman, seconded by Mr. Shumate and duly carried the Policy Number 6225 Community Eligibility Provision was approved as presented.
Chairman Mr. Holbrook had the following announcements:
May 02, 2017 – Required Workday
May 29, 2017 – Memorial Day Holiday
Chairman Mr. Holbrook announced the next meeting will be June 5, 2017. This meeting will be held in the Arnold and Becky Lakey Boardroom located at 613 Cherry Street, North Wilkesboro, North Carolina. The meeting will begin at 5:30 p.m.
On a motion by Ms. Huffman, seconded by Mr. Shumate and duly carried, the Board adjourned at 6:38 p.m. to closed session; to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3) to consider the qualification, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee, or prospective public officer or employee, pursuant to N.C.G.S. 143-318.11(a)(6)
On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the board adjourned from closed session at 7:18 p.m.
