Summary of Board Meeting Minutes - June 7, 2021
 
The Board of Education of the Wilkes County Administrative Unit conducted a regular meeting in the Arnold and Becky Lakey Boardroom on Monday, June 7, 2021 at 5:30 PM at 613 Cherry Street, North Wilkesboro, North Carolina 28659. COVID-19 guidelines were enforced.
 
Present for the meeting were Chairman Mr. Randall “Rudy” Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Kirk Walker, Mrs. Joan Caudill, and Mr. Hardin Kennedy, III. Also attending were Superintendent Mr. D. Mark Byrd, Assistant Superintendent Dr. Westley Wood, Chief Academic Officer Dr. Donna Cotton, Chief Technology Officer Mrs. Julie Triplett, Chief Finance Officer Mr. Seth Prevette, Director of Maintenance Mr. Bergie Speaks, Director of Pre-K and Elementary Education Mrs. Callie Grubb, Director of Student Services Mrs. April Marr, Director of Middle School, Federal Programs, Interim County Athletic Director, Dr. Joe Bullis, Director of Transportation Mr. Eric Barker, Director of Child Nutrition Mr. Marty Johnson, Director of CTE/Career and College Promise Mr. Wayne Shepherd, Public Information Officer Mrs. Morgan Mathis, and Executive Administrative Assistant Mrs. Carolyn Triplett.
 
Chairman Mr. Rudy Holbrook called the meeting to order.
 
On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the agenda was approved as presented.
 
Chairman Mr. Randall “Rudy” Holbrook recognized Superintendent Mr. Mark Byrd for the Superintendent’s Welcome and Pledge of Allegiance.
 
Mr. Byrd stated, "Tonight’s Board Meeting is pretty special as we get a chance to say congratulations to Wilkes County’s 651 Members of the Class of 2021! So, our first order of business will be to congratulate the 49 graduates from Wilkes Early College High School, the 108 graduates from East Wilkes High School, the 159 graduates from North Wilkes High School, the 167 graduates from West Wilkes High School, and the 168 graduates from Wilkes Central High School! I believe with all of my heart that our county and our world will be a better place because of what the class of 2021 will accomplish, and I hope that all of you are as excited for them as I am. I also need to say thank you to everyone who worked to make this year’s graduation ceremonies so special, as we learned a year ago to never take those for granted. I know our high school principals and many of their staff members went above and beyond and had to deal with some last-minute changes to make these ceremonies special for the class of 2021. Despite changes in times and venues and a little bit of rain, I have not heard the first negative word about any of our ceremonies. Thank you to all who made these ceremonies so special. In closing, I would like to personally thank every staff member, teacher, principal, board member, and any other member of the Wilkes County Schools family for what you guys provided for our students through the 2020-2021 school year. During a time when nothing seemed normal, our staff members went above and beyond to provide the best educational opportunities possible for our students. Personally, I don’t think students anywhere in this state were better served than those in Wilkes County! As we wrap up this school year and start work on the next one, I want to say 'thank you' to every single person associated with our school system. You worked harder than ever before and did a lot of things in a different way, but our students deserved it! I hope you are all proud of what you provided for our students. I know I am!"

Superintendent Mr. Mark Byrd recognized Dr. Westley Wood, Assistant Superintendent, to announce the 2021 C. B. Eller Teacher Awards. Friends and family of C.B. Eller established the C.B. Eller Education Fund in 1987. Mr. Eller was superintendent of Wilkes County Schools for 33 years from 1933-1966. This charitable trust is designed to improve the quality of education in Wilkes County by awarding grants for professional growth for public school teachers. 
 
Wilkes County Schools has three educators receiving the 2021 C.B. Eller Teaching Awards. A total of $2,174 was granted from the C.B. Eller Education Fund of the Winston-Salem Foundation. The following list of teachers will receive awards:
 
Rachel Minick, North Wilkesboro Elementary School
$674 to attend the Mindful Movement Conference
 
Sarah Privette, North Wilkes High School
$150 to attend the North Carolina Music Educators Association Conference
 
Brandy Sappington, Wilkes Central High School
$1,350 to attend the Distance Learning Conference

Superintendent Mr. Mark Byrd recognized Dr. Westley Wood, Assistant Superintendent, to recognize the Mountain Valley 1A/2A Athletic Conference Spring Award Recipients. The Mountain Valley 1A/2A Athletic Conference coaches vote on awards at the conclusion of each sports season. The awards that are given include coach of the year, all-conference, and honorable mention teams. We are proud to recognize the athletes and coaches from Wilkes County Schools that were chosen as player of the year and coach of the year for the recent sports season.
 
We would like to congratulate JoRaye Morrison from Wilkes Central High School. JoRaye was recognized by the Mountain Valley Conference as Offensive Player of the Year in football.
 
Congratulations to the softball team from West Wilkes High School. They were recognized by the Mountain Valley Conference as Conference Team Champions. In addition to the team, player Lily Profitt was recognized as both Pitcher of the Year and Player of the Year, and Coach Michael Woodruff was recognized as Coach of the Year.
 
Congratulations to the women’s soccer team from Wilkes Central High School. They were recognized by the Mountain Valley Conference as Conference Team Champions. In addition to the team, player Zoe Susi was recognized as Player of the Year, and Coach Matt Matthews was recognized as Coach of the Year.
 
Congratulations to all these individuals!

Superintendent Mr. Mark Byrd recognized Dr. Westley Wood, Assistant Superintendent, to recognize the 2021 North Carolina Math Cup Winners. Imagine Learning is an adaptive literacy program for Pre-K through sixth-grade students. Through playing games and completing short lessons, students improve foundational skills, and teachers and administrators receive reports on student progress. Schools or districts can purchase a per-student or per-site license for the tool. Imagine Learning announced the winners of the 2021 North Carolina Math Cup on May 11, 2021. Congratulations to C.C. Wright Elementary for winning 2nd place, and C.B. Eller Elementary for winning 3rd place! Winning schools were chosen by the number of lessons completed and the number of lessons passed. Each school will receive a $100 Amazon e-gift card to plan a future celebration with their math-a-letes!
 

Superintendent Mr. Mark Byrd recognized Dr. Westley Wood, Assistant Superintendent, to recognize the Imagine Nation Beacon Award. Imagine Learning is an adaptive literacy program for Pre-K through sixth-grade students. Through playing games and completing short lessons, students improve foundational skills, and teachers and administrators receive reports on student progress. Schools or districts can purchase a per-student or per-site license for the tool. Imagine Learning announced the winners of the 2020-2021 Imagine Nation Awards on May 3rd. C.C. Wright Elementary School was selected as a 2020-2021 Imagine Nation Beacon School! The Beacon School award is given to partner schools seen as especially innovative or exemplary in their usage and implementation of Imagine Learning programs. Chief Executive Officer for Imagine Learning, Jeremy Cowdrey stated, “Your team nominated your school for above-and-beyond enthusiasm and innovative use of Imagine Learning with your staff and student body.” C.C. Wright Elementary will receive an Imagine Learning banner recognizing the school as an Imagine Nation Beacon School and an Imagine Nation digital badge that staff can apply to their email communications and school website. Congratulations to C.C. Wright Elementary!
 

Superintendent Mr. Mark Byrd recognized Dr. Westley Wood, Assistant Superintendent, to acknowledge the NWRESA Award. The Northwest Regional Educational Service Alliance (NWRESA) is an organization that provides professional services, staff development, and support for public schools in the northwest region of North Carolina. Thirteen K-12 school districts are included in the northwest region and led by Executive Director Dr. Stewart Hobbs. We congratulate Mr. D. Mark Byrd for being selected as the NWRESA Superintendent of the Year! His dedication to public education and commitment to Wilkes County Schools is exceptional!

Dr. Donna Cotton, Chief Academic Officer, presented Focus on the Curriculum. Dr. Cotton provided a brief update on the end of the year assessment results for 20-21 and the Summer Learning Camp Updates. Wilkes County Schools recently completed End of Grade (EOG) and End of Course (EOC) assessments in grades 3-13 and Career and Technical Education (CTE) assessments in grades 9-12. Preliminary results are being provided for each grade span. End of year results, end of Summer Success Academy results, and the number of students continuing to need to be tested are included.

On a motion by Mr. Walker, seconded by Mr. Kennedy and duly carried, Exceptional Children’s Department Cooperative Agreement for Division of Vocational Rehabilitation was approved as presented. Vocational Rehabilitation Services supports our students transitioning post-graduation. This agency has a positive history working closely with Wilkes County Schools in meeting the needs of our students in both pre-employment services and post-graduation.


On a motion by Mrs. Huffman, seconded by Mr. Walker and duly carried, the Surplus Items and Resolution were approved as presented. General Statute 160A-266, Article 12 sets forth procedures and requirements for selling and disposing of public property; these include: private negotiation and sale, sale by sealed bids, auction, upset bids and exchanges. Private negotiation and sale may be used only with respect to personal property valued at less than ten thousand dollars ($10,000) for any one item or group of similar items. We are requesting authorization to dispose of the items by the private negotiation method. This is accomplished by the attached resolution (See Attachment One).

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the AHERA Proposals were approved as presented. Proposals were received at 2:00 PM Tuesday, May 18th for Asbestos abatement around the exterior of one building at Roaring River and inside two buildings at Mt. Pleasant. Enpuricon was the apparent low bidder at $76,532.00. Enpuricon has worked with Wilkes County Schools in the past as well as many other school systems across North Carolina. The Project designer, EEC Environmental has recommended awarding the project to Enpuricon. Other bids received were DARI $216,500.00, CCI $144,700.00, and NEO Corp. for $88,000.00. Attorney Johnson has reviewed the specifications, Proposal, and Contract.


On a motion by Mr. Kennedy, seconded by Mrs. Caudill and duly carried, the Child Nutrition Bid Renewal was approved as presented. Wilkes County Schools Child Nutrition Department and the members of the Mountain Purchase Cooperative consisting of Ashe, Avery, and Watauga counties have sought competitive bids on beverage products and the proposal of vending products used as supplemental sales. Beverage bids were received from Dr. Pepper and PepsiCo. PepsiCo failed to bid 38% of the items requested by the Mountain Purchase Co-operative. The winning bid was submitted by Dr. Pepper Bottling in West Jefferson totaling $50,328.50 across all four districts for the 2021-2022 school year. Vending proposals were requested from multiple suppliers; however, Triangle Vending in Ashe County was the only vendor to respond to the proposal. Triangle Vending submitted a proposal offering 20% commission on snack products and 25% commission on beverages. This proposal was approved for the 2021-2022 school year.


On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the Budget Amendments were approved as presented.
 
State Public School Fund:  Increase of $130,622.00
Federal Grants Fund:  Increase of $2,655,000.00
Capital Outlay Fund:  No Change

On a motion by Mr. Kennedy, seconded by Mrs. Caudill and duly carried, the Resolution to close fiscal year 2020-2021 was approved as presented. Adoption of this resolution allows the Finance Director to record any State, Federal, and Local budget revisions, continue maximizing funds, and balance the budget after the last Board meeting in June. In addition, the resolution prevents the Board from having to call a special meeting to approve items by June 30. Final budget amendments for the fiscal year will be presented to the Board at the August 2021 meeting.


On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the FY 2021-2022 Budget Resolution for all fund sources was approved as presented. Attached is the budget resolution for all fund sources in a uniform format as prescribed by the Local Government Commission. This document summarizes the appropriated budgeted expenditures and revenues available to the Wilkes County Schools for the 2021-2022 fiscal year from all fund sources. All funds include expenditures by purpose code and balanced revenues by purpose code as well (See Attachment Two).

Chairman Mr. Holbrook announced the next meeting to be August 2, 2021. The meeting will be held in the Arnold and Becky Lakey Boardroom located at 613 Cherry Street, North Wilkesboro, North Carolina beginning at 5:30 PM.

On a motion by Mr. Kennedy, seconded by Mrs. Huffman, the Wilkes County Board of Education voted unanimously to meet in closed session at 6:27 PM for the following reasons: to prevent the disclosure of information that is privileged or confidential under state or federal law, including but not limited to N.C.G.S. 115C-319, N.C.G.S. 115C-402, and the Family Educational Rights and Privacy Act, pursuant to N.C.G.S. 143-318.11(a)(1) to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3) and to consider the qualification, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee, or prospective public officer or employee, pursuant to N.C.G.S. 143-318.11(a)(6).


On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, there being no further business, the Board adjourned from closed to return to open session at 7:25 PM.


On a motion by Mrs. Huffman, seconded by Mrs. Caudill and duly carried, the board voted to increase the base salary of Superintendent Mr. D. Mark Byrd, and to extend his current contract for a period of one year through June 30, 2025.
