Minutes of the Regular Meeting of the

Wilkes County Board of Education

November 2, 2015

 

The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p. m. on Monday, November 2, 2015 at Wilkes Central High School/Media Center located at 1179 Moravian Falls Road, Wilkesboro, North Carolina 28697. 

 

Present for the meeting were Chairman Randall “Rudy” Holbrook, Board Members, Mrs. Sharron Huffman, Mr. Darren Shumate, and Mr. Hardin C. Kennedy, III.  Mr. Rick Lankford was absent due to surgery.  Also present were Superintendent Dr. Marty T. Hemric, Associate Superintendent Ms. Anna Lankford, Director of Student Services Ms. April Marr, Director of Secondary Education/Dean of Wilkes Early College High School Dr. Donna Cotton, Director of Development Mr. Dennis Huggins, Director of CTE, Career & College Promise & Safe Schools Mr. Wayne Shepherd, Chief Finance Officer Mr. Seth Prevette, Director of Foreign Language and Title I Dr. Joe Bullis, Director of Exceptional Children Ms. Tracee McManus, Chief Technology Officer Julie Triplett, and Executive Administrative Assistant Carolyn Triplett.

 

Prior to calling the meeting to order, Chairman Mr. Holbrook recognized Board Member Mr. Darren Shumate to lead the Invocation.

 

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried, the agenda was approved as presented.

 

Chairman Mr. Holbrook recognized Dr. Marty Hemric for the devotional thought and pledge of allegiance. Dr. Hemric stated in Wilkes County Schools it’s amazing of the talents we have and he reminded us all as we go through the month of November especially to be thankful of the value of life itself.

 

Mr. Mark Byrd, Assistant Superintendent recognized the 2015 North Carolina School Nurse Administrator of the Year, Ms. Becky Smith.  Ms. Smith serves as Wilkes County Schools Lead Nurse, as well as caring for students and staff at West Wilkes Middle School and West Wilkes High School.

 

 

Mr. Mark Byrd, Assistant Superintendent recognized the AFJROTC from Wilkes Central High School.  This unit received the Distinguished Unit Award with Merit for AY 2014-2015.  This award recognized the personal growth and accomplishments of the cadets, contributions of the instructors as mentors, and the support of the school and local community.  Members: Logan Jones, Austin Lankford, Dustin Swaim and Heaven Walker of the unit presented a PowerPoint presentation detailing various service projects, community involvement, and speaking engagements. The cadets, instructors, and Wilkes Central High School are to be commended for earning this award.

 

Chairman Mr. Holbrook asked if anyone had signed up for public comments.  No one had signed up.

 

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the minutes were approved as presented.

 

On a motion by Mr. Kennedy, seconded by Mrs. Huffman and duly carried, the Personnel Report and Blue Sheet were approved as presented.

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the 2015-2016 Consolidated Continuous Improvement Plan Applications (Title 1, Title II and RLIS Grant) were approved as presented.  These applications were filed and approved by the North Carolina Department of Public Instruction (NCPDI) for the school year 2015-2016 as of October, 2015.

 

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the Title III Grant Application and Improvement Plan for 2015-2016 was approved as presented.  Title III is a Federal program designed to ensure that Limited English Proficient (LEP) students acquire academic English language proficiency and achieve the challenging academic standards for all students in North Carolina.

 

On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the Out-of-County/Overnight Field Trip was approved as presented.

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the Daymark MOA and Contract was approved as presented.  This contract will increase our capacity to serve student needs in the area of mental health and with behavioral needs.  The student assistance program contract will allow uninsured students who need these therapy services to be served.

 

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, The Low Performing School Plans of improvement were approved as presented.  C. C. Wright Elementary, North Wilkesboro Elementary and Traphill Elementary are identified as low performing schools by this new legislation G.S. 115C-105.37, and have adjusted their school improvement plans to meet the requirements of the law.

 

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Budget Resolution for all fund sources were approved as presented.

 

On a motion by Mr. Huffman, seconded by Mr. Shumate and duly carried, the Budget Amendments were approved as presented.

 

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried, the Board Policy Number 6524 for School Owned Vehicles was approved as presented. 

 

Mr. Mark Byrd, Assistant Superintendent presented the 2016-2017 Calendar Draft.  For the third consecutive year, this will be a 164 day calendar.  Due to calendar legislation, the start date for school can be no earlier than August 29, 2016. This calendar is being submitted for review.

 

Chairman Mr. Holbrook announced the next Board Meeting December 14, 2015 to begin at 5:30 p.m. This Board of Education Meeting will be held at East Wilkes High School/Media Center located at 13315 Elkin Hwy. 268, Ronda, North Carolina. All members of the Board thanked Dr. Dion Stocks and his staff for hosting our Wilkes County Board of Education Meeting.

November 26-27, 2015 – Thanksgiving Holiday

 

 

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, there being no further business, the Board adjourned at 6:18 p.m.
