Summary of Board Minutes January 11, 2016
The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p. m. on Monday, January 11, 2016 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659.
Present for the meeting were Chairman Randall “Rudy” Holbrook, Board Members, Mrs. Sharron Huffman, Mr. Hardin C. Kennedy, III, and Mr. Rick Lankford. Mr. Darren Shumate was absent. Also present were Interim Superintendent Mr. D. Mark Byrd, Associate Superintendent Ms. Anna Lankford, Director of Human Resources Dr. Westley Wood, Director of Secondary Education/Dean of Wilkes Early College High School Dr. Donna Cotton, Director of Development Mr. Dennis Huggins, Director of CTE, Career & College Promise & Safe Schools Mr. Wayne Shepherd, Chief Finance Officer Mr. Seth Prevette, Director of Foreign Language and Title I Dr. Joe Bullis, Director of Exceptional Children Ms. Tracee McManus, Chief Technology Officer Julie Triplett, Director of Student Services Ms. April Marr, Public Information Officer Ms. Pat Mazza, and Executive Administrative Assistant Carolyn Triplett.
Prior to calling the meeting to order, Chairman Mr. Rudy Holbrook recognized Board Member Mr. Hardin Kennedy to lead the Invocation.
On a motion by Ms. Huffman, seconded by Mr. Kennedy and duly carried, the agenda was approved as presented.
Chairman Mr. Holbrook recognized Mr. D. Mark Byrd for the devotional thought and pledge of allegiance. Interim Superintendent Mr. D. Mark Byrd announced that January was Board Appreciation Month. Mr. Byrd thanked the Board for their continued support and dedication to the students and employees of Wilkes County Schools.
Associate Superintendent Ms. Anna Lankford recognized that two of our teachers were selected for the Digital Leaders Coaches Network with the Friday Institute in Raleigh, North Carolina. Congratulations to Kristina Battle and Angie Robinson who were selected. This program was developed to assist district with digital learning, and to support those in coaching roles with student-entered digital learning and teaching. Mrs. Battle and Mrs. Robinson will join 62 other digital learning leaders from across the state of North Carolina this school year. They will acquire strategies and knowledge related to best practices in leadership and supporting students and staff within Wilkes County Schools.

Associate Superintendent Ms. Anna Lankford recognized Ms. Jessika Norman an eighth grade student at West Wilkes Middle school for her recent recognition at the National Beta Club Convention. Ms. Norman continues to represent Wilkes County Schools with her talent and commitment to art media through her work with the Beta Club.
Associate Superintendent Ms. Anna Lankford recognized the 2015-2016 Wilkes County Schools Science Fair winners in the Regional Science Fair on December 15, 2015 that was held at Appalachian State University in Boone, North Carolina. They are as follows:

On a motion by Ms. Huffman, seconded by Mr. Kennedy and duly carried, the minutes were approved as presented.
On a motion by Mr. Kennedy, seconded by Mr. Lankford and duly carried, the personnel report and blue sheet was approved as presented.

Chief Finance Officer Mr. Seth Prevette introduced Mr. Steve Huntley with Huntley, Sigmon, and Chief Finance Associates CPS’s PLLC. Mr. Huntley presented the annual Financial Report for the year ending June 30, 2015 to the members of the Board.
Dr. Joe Bullis Director of ESL presented to the Board the 2014-2015 Annual Measurable Achievement Objectives (AMAO’s). State Board of Education policy GCS-A-012 states that LEAs, charter schools, or consortia of LEA that receive Title II sub grantees are held accountable for meeting the following three Annual Measurable Achievement Objectives. The AMAO calculations reflect requirements based on the Notice of Final Interpretations (NOI) for Title III of the Elementary and Secondary Education Act (ESEA) published October 2008 in the Federal Register by staff at the US Department of Education. This communication serves as notification of the finalization of annual results. The 30 day calendar window will begin Monday, December 14, 2015. Wilkes County Schools will be sending out parent notification beginning January 8, 2016.

Chairman Mr. Rudy Holbrook announced the next Board meeting will be held February 8, 2016 5:30 p.m. at West Wilkes High School/Media Center located at 6598 Boone Trail, Millers Creek North Carolina 28651.
On a motion from Mr. Kennedy, seconded by Mrs. Huffman, and duly carried the Board adjourned at 6:15 p.m. to closed session; to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3) to consider the qualification, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee, or prospective public officer or employee, pursuant to N.C.G.S. 143-318.11(a)(6)
On a motion by Mrs. Huffman, seconded by Mr. Rick Lankford and duly carried, the Board adjourned from closed session at 6:50 p.m.
On a motion by Mr. Kennedy, seconded by Mrs. Sharron Huffman and duly carried, there being no further business, the Board adjourned at 6:50 p.m.
