Minutes of the Regular Meeting of the

Wilkes County Board of Education

November 4, 2013

 

The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p. m. on Monday, November 4, 2013 at North Wilkes High School/Media Center at 2986 Traphill Road, Hays, North Carolina 28635. 

 

Present for the meeting were Chairman Randall “Rudy” Holbrook, Vice Chairman Mrs. Sharron Huffman, Board Members Mr. Darren Shumate, and Mr. Hardin C. Kennedy, III.  Also present were Superintendent Dr. Marty Hemric, Associate Superintendent Dr. Wanda Hutchinson, Assistant Superintendent Mrs. Anna R. Lankford, and Board Attorney Fred Johnson. Administrative staff included Director of Maintenance Mr. Bergie Speaks, Director of Athletics and Healthful Living Mr. Chris Skabo, Executive Director of Business Operations Mr. David Johnson, Executive Director of Secondary Education Mr. Mark Byrd, Director of Student Services, Mr. Westley Wood, Director of Federal Programs Dr. Joe Bullis, and Executive Administrative Assistant Carolyn Triplett.

 

Chairman Mr. Holbrook called the meeting to order and asked if the Agenda needed to be amended. Dr. Hemric made the announcement to amend the agenda to include in Item IV Good News: Wilkes Community Foundation Grant Presentation.  On a motion by Mr. Kennedy, seconded by Mr. Shumate and duly carried, the agenda was amended.

 

On a motion by Mr. Shumate, seconded by Mr. Kennedy and duly carried, the Agenda was approved as presented.

 

Chairman Mr. Holbrook recognized Dr. Hemric for the devotional thought and pledge of allegiance.  Dr. Hemric asked that we honor/recognize two special holidays’; Veteran’s Day and Thanksgiving.  Dr. Hemric recognized the Veteran’s we had in attendance.

 

 

 

 

Dr. Wanda Hutchinson announced the following teachers for the AIG AP/Honors Mini Grants.  These grant monies are funded through the Wilkes County Academically and/or Intellectually Gifted Program.

Director of Athletics and Healthful Living Mr. Chris Skabo presented the Wilkes County Hall of Fame.  This program was created to recognize citizens and corporations that have made invaluable contributions to Wilkes County and the world beyond.  The Hall of Fame reinforces the message to children that they can and should strive for excellence in any endeavor of their choosing.  Mr. Chris Skabo presented the procedures for nomination and candidate criteria.  

 

Dr. Marty Hemric recognized Mr. Bill Clifton, Board Member for the Wilkes Community Foundation for a presentation of a grant.  The Wilkes Community Foundation is an affiliate of the statewide North Carolina Community Foundation (NCCF).  WCF was created in 1993 and has 12 endowment funds including four scholarship funds.  So far in 2013, these funds have awarded nearly $30,000 in grants and scholarships to Wilkes County nonprofits and students.  The Wilkes Community Foundation presented a grant in the amount of $800.0 to the T3LC youth Philanthropy Group to cover operating expenses associated with the group.  Accepting the grant was Maria Meyer a student from North Wilkes High School who is a member of the T3LC Philanthropy group and Director of Development Mr. Dennis Huggins who is the Director of the T3L3 youth program.

 

Focus on the Curriculum State EOG and EOC Score Release was presented by Assistant Superintendent Ms. Anna Lankford and Executive Director of Secondary Education, Mr. Mark Byrd.   On November 7, 2013 the State Board of Education will approve the North Carolina End of Grade and End of Course scores.  North Carolina students are now required to meet higher standards for proficiency on the new assessments.  The new proficiency standards address how ready students are for college and career, and whether students are on track to be ready by high school graduation.

 

Chairman Mr. Holbrook asked if anyone had signed up for public comments.  Mr. Clyde Engle spoke to the Board Members on The Common Core and Common Sense in Wilkes (see attachment one).

 

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the minutes of October 7, 2013, were approved as presented.

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the Exceptional Children’s Contract for Pro-Care Therapy was approved as presented.

 

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Student Accountably Standards 3420 Policy Revision was approved as presented.  Wilkes County Schools revised this policy to align with the new state board policy requirements.

 

Ms. Anna Lankford, Assistant Superintendent reported to the Board Members for their review the 2013 – 2014 Federal Program plans. These included Title I, Title II, and Title III which have been filed and approved by the North Carolina Department of Public Instruction.

 

Ms. Anna Lankford, Assistant Superintendent submitted in a separate packet for review and information the School Improvement Plans for 2013-2014.  These plans do not require Board approval and therefore were being provided for information only.  School Improvement Plans are written following a very thorough school-wide reflection process that involves the principal, school improvement team and parents.

 

Ms. Anna Lankford, Assistant Superintendent presented revision to Board Policies 4303, 4320, and 7251.  These policies require revisions to reflect the growing usage of electronic cigarettes.  These polices will be presented in December for final approval.

Chairman Mr. Holbrook along with all Board Members thanked everyone for attending as well as Ms. Lisa Joines, Principal at North Wilkes High School for having everything prepared for our Board Meeting. The next Board of Education Meeting will be December 2, 2013, at 5:30 p.m. in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, NC  28659.

 

On a motion by Mrs. Huffman, seconded by Mr. Kennedy and duly carried, the Board adjourned at 6:37 p.m. to closed session;  to prevent the disclosure of information that is privileged or confidential under state or federal law, including but not limited to N.C.G.S. 115C-319, N.C.G.S. 115C-402, and the Family Educational Rights and Privacy Act, pursuant to N.C.G.S. 143-318.11(a)(1); to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3)

 

On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried, the Board adjourned from closed session at 7:31 p.m.

 

On a motion by Mr. Lankford, seconded by Mr. Shumate and duly carried, there being no further business, the Board adjourned at 7:34 p.m.
