Summary of Called Board Minutes October 20, 2015

 

 

 

The Board of Education of the Wilkes County Administrative Unit met in a called meeting at 12:00 p. m. on Tuesday, October 20, 2015 in the Instructional Services Conference Room located at 613 Cherry Street, North Wilkesboro, North Carolina 28659. 

 

Present for the meeting were Chairman Randall “Rudy” Holbrook, Board Members, Mrs. Sharron Huffman, Mr. Darren Shumate, Mr. Hardin C. Kennedy, III., and Mr. Rick Lankford.  Also present were Superintendent Dr. Marty T. Hemric, Assistant Superintendent Mr. Mark Byrd, Director of Secondary Education/Dean of Wilkes Early College High School Dr. Donna Cotton, Director of Secondary Education Ms. Susan Blackburn, Chief Finance Officer Mr. Seth Prevette, Director of Maintenance Mr. Bergie Speaks, Chief Technology Officer Ms. Julie Triplett, School Board Attorney Mr. Fred Johnson, and Executive Administrative Assistant Carolyn Triplett.

 

Prior to calling the meeting to order, Chairman Mr. Holbrook recognized Board Member Mr. Darren Shumate to lead the Invocation.

 

On a motion by Ms. Huffman, seconded by Mr. Lankford and duly carried, the agenda was approved as presented.

 

Chairman Mr. Holbrook recognized Dr. Marty Hemric to present the Construction Bids regarding the Project ADMIT.  Dr. Hemric, is corresponding with Mr. Randy Baker of Pinnacle Architecture, and Director of Maintenance Mr. Bergie Speaks in working to reduce the cost of the project.  At this time, exhaust fans can be installed at a later date, more cost efficient wiring can be researched versus copper wiring.  Also, Wilkes County Schools is requesting additional funding from the Wilkes County Commissioners in the amount of $300,000.00.  Funding must be secured to remain in compliance with Golden LEAF grant requirements.

On a motion by Ms. Huffman, seconded by Mr. Shumate and duly carried the Project ADMIT construction bid was approved and awarded to Simcon Company for an amount up to $1,798,000.00, and contingent upon the approval of an additional $300,000.00 by the Wilkes County Commissioners. 

 

Ms. Susan Blackburn presented to the Board Members the Low Performing School Plans of Improvement.  The three schools consisted of C.C. Wright Elementary, North Wilkesboro Elementary , and Traphill Elementary. As defined in G.S. 115C-105.347, low performing schools are those that receive a school performance grade of “D” or “F” and a school growth score of “met expected growth” or “not met expected growth”.  These schools are required to notify parents of the low performing status.  These plans have been adjusted to meet their school improvement plans and to meet state requirements. In November the plans will be presented for final approval.

 

On motion by Mr. Kennedy, seconded by Mr. Huffman the board adjourned to closed session to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3) to consider the qualification, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee, or prospective public officer or employee, pursuant to N.C.G.S. 143-318.11(a)(6) 

 

On a motion by, Mrs. Huffman seconded by Mr. Lankford and duly carried, the Board adjourned from closed session at  1:33 p.m.

 

On a motion by, Mrs. Huffman seconded by  Mr. Lankford and duly carried, there being no further business, the Board adjourned at 1:33 p.m.
