Summary of Board Minutes May 2, 2016

 

The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p. m. on Monday, May 2, 2016 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659.  

 

Present for the meeting were Chairman Randall “Rudy” Holbrook, Board Members, Mrs. Sharron Huffman, Mr. Rick Lankford and Mr. Darren Shumate.  Mr. Hardin Kennedy, III was absent.  Also present were Superintendent Mr. D. Mark Byrd, Associate Superintendent Ms. Anna Lankford, Director of Secondary Education/Dean of Wilkes Early College High School Dr. Donna Cotton, Executive Director of Personnel Dr. Westley Wood, Director of Development Mr. Dennis Huggins, Director of CTE, Career & College Promise & Safe Schools Mr. Wayne Shepherd, Chief Finance Officer Mr. Seth Prevette, Director of Foreign Language and Title I Dr. Joe Bullis, Director of Maintenance Mr. Bergie Speaks, Chief Technology Officer Julie Triplett, School Board Attorney Mr. Fred Johnson, and  Executive Administrative Assistant Carolyn Triplett.

 

Prior to calling the meeting to order, Chairman Mr. Rudy Holbrook recognized Board Member Mrs. Sharron Huffman to lead the Invocation.

 

On a motion by Ms. Huffman, seconded by Mr. Shumate and duly carried, the agenda was approved as presented.

 

Chairman Mr. Holbrook recognized Mr. D. Mark Byrd for the devotional thought and pledge of allegiance. Mr. Byrd presented Mr. Rick Lankford with a plaque for his years of service as a Board Member and to the students and staff of Wilkes County Schools.

Mr. Hardin Kennedy, III was absent due to illness of a family member.  Also this is Teacher Appreciation Week and Mr. Byrd thanked all teachers/staff for what they do for the students of Wilkes County Schools.

 

Executive Director of Personnel Dr. Westley Wood recognized the 2016 C. B. Eller Teacher Awards.  The C. B. Eller Education Fund was established in 1987.  Mr. Eller was superintendent of Wilkes County Schools for 33 years from 1933 to 1966.  This charitable trust is designed to improve the quality of education in Wilkes County by awarding grants for professional growth for public school teachers.  Wilkes County Schools has seven educators receiving the 2016 C. B. Eller Teacher Awards and they are as follows:

 

Angela Bell – Wilkes County Schools - $2,338.00 for four counselors to attend the National Association for the Education of Homeless Children and Youth Conference in Orlando, Florida. 

 

Julie Estes – Millers Creek Elementary School - $776.00 for two teachers to attend the I Teach K! Conference in Greensboro, North Carolina. 

 

Kimberly Forester – East Wilkes High School - $1,000.00 to attend the American School Counselor Association Annual Conference in New Orleans, Louisiana.

 

Heather Hahn – Wilkes Central High School - $402.00 for two teachers to attend the North Carolina Council for the Social Studies Annual Conference in Greensboro, North Carolina.

 

Lisa Lentz – Wilkes Early College High School - $2,000.00 for an elementary school and a high school counselor to attend the National School Counselor Conference in New Orleans, Louisiana.

 

Brandy Sappington – Wilkes Central High School - $1,500.00 to attend a Teaching with Technology summer workshop in Atlanta, Georgia. 

 

Tressie Sargent – Wilkesboro Elementary School - $1,000.00 for 15 staff members to receive basic sign language instruction in order to better communicate with hearing impaired students.

 

Executive Director of Personnel Dr. Westley Wood recognized the 2016-2017 Wilkes Education Foundation Mini Grant winners.  Twenty-one mini grant projects were awarded for a total of $18,769.52.  Since the 1985 -1986 school year, the Wilkes Education Foundation has funded 745 mini-grant projects for a total of $400,291.23.

Executive Director of Personnel Dr. Westley Wood recognized the Duke Talent Identification Program.  Duke TIP is a nonprofit organization dedicated to serving academically gifted and talented students.  Wilkes County had 22 students who took the SAT or ACT and out of those 22, five qualified for state recognition which means they scored at or above the national average of recent high school graduates on at least one part of the ACT or the SAT.  These students are:

Executive Director of Personnel Dr. Westley Wood recognized the Elementary Battle of the Books Competition that was held with all thirteen elementary schools participating. There were eighteen books on this year’s booklist.  Millers Creek Elementary School won our district competition. On April 12, 2016, The Regional Elementary Battle of the Books Competition was held in Hickory, North Carolina and the team placed second.  Millers Creek team members are Leanna Bewley, Carter Minton, Caleb Roten, Raiana Widener, and coach Karyn Church.

 

Executive Director of Personnel Dr. Westley Wood recognized the Middle School Battle of the Books Competition that was held with all four middle schools participating.  There were twenty-seven books on this years’s booklist.  Central Wilkes Middle school won our District competition.  On April 11, 2016, the Regional Middle School Battle of the Books Competition was held in Taylorsville, North Carolina.  The team members are Kiaya Barker, Abigail Draughn, Cristina Gonzales, Leticia Limon-Jimenez, Jaliyah McCathern, Vivian Nguyen, Arlyn Parra, Chloe Shew, Elijah Triplett, and Coach Betty Pollard.

 

Executive Director of Personnel Dr. Westley Wood recognized the HOSA State Conference Achievements.  HOSA is an international student organization recognized by the U.S. Department of Education and the Health Science Education.  Several students recently competed at the North Carolina State HOSA Conference.  Ashton Ledford placed second in Job Seeking Skills and qualified for the HOSA International Conference.  Thomas Pinkerton was elected District 7 President and will serve as a State Executive Officer of HOSA.  Both students attend West Wilkes High School.

 

Executive Director of Personnel Dr. Westley Wood recognized the SkillsUSA State Winners.  SkillsUSA is a partnership of students, teachers and industry working together to ensure America has a skilled workforce.    Recently several students from Wilkes County Schools participated in the SkillsUSA State Contest in Greensboro, North Carolina.  The winners are Tate Eller a student at the Wilkes Early College High School who placed 1st in the Diesel & Heavy Equipment.  Dillion McCann, Aaron Brown and Chirico Barer all students at East Wilkes High School were first place winners in Welding Fabrication.  All of these students qualified to attend the National Competition in Louisville, Kentucky in June.

 

Executive Director of Personnel Dr. Westley Wood recognized three team members from West Wilkes High School.  On February 25th at 7:10 am the Medical response team of West Wilkes High School was called into action.  Mitch Stegall, Jackie Stone, and Becky Gresham took immediate action in a unified effort to save the life of Scott Freeman.  The three team members administered CPR for over 30 minutes, until other medical professionals arrived and CPR was continued for close to 55 minutes, total.

We would like to recognize these three dedicated Wilkes County School employees and proud West Wilkes High School Blackhawks for their quick response and the commitment to continue CPR beyond the standard time recommended.  These three fast acting Wilkes County Schools employees exemplify the attributes that make our school system a wonderful place to work.  Thank you for your dedication to others.

 

Focus on the Curriculum was presented by AIG Coordinator/Specialist Ms. Angie Lamb, who shared some of the highlights of our 2016-2019 AIG State Plan. Currently 980 students have been identified in Wilkes County Schools in areas of Reading and Math.  If a school has more than eight identified students, they are placed in more than one classroom.  Teachers who are currently assigned AIG students have to be licensed through the state or have completed the local professional development that is outlined in the AIG Plan. High School students’ schedules, grades, classes, college applications, scholarships, etc. are monitored by counselors and an AIG contact person at each school.  Our goal is to increase the number of students in the ACT Prep classes, offer ACT Prep scholarships, Offer Duke TIP financial assistance for middle school students that qualify, begin Science Olympiad teams in high schools. Increase the AIG population, especially the under-represented population by mass screenings for all 3rd grade students. Work with all schools to focus on the social and emotional needs for gifted students.

 

Chairman Mr. Holbrook asked if anyone had signed up for public comments.  No one had signed up.

On a motion by Mr. Shumate seconded by Ms. Huffman and duly carried, the Revision of Policy 7100, Recruitment and Selection of Personnel were approved as presented.

This policy has been revised to meet the requirements of North Carolina General State 115C-47(17a).  This statute directs that before any immediate family of any board of education member or central office staff administrator is employed by the board of engaged in any capacity as an employee, independent contractor, or otherwise, (1) the board member or central office staff administrator must disclose the familial relationship of the board and (2) the prospective employment or engagement must be approved by the board in a duly called open session meeting.

 

On a motion by Mr. Lankford, seconded by Ms. Huffman and duly carried, the Budget Amendments were approved as presented.

On a motion by Mr. Shumate, seconded by Ms. Huffman and duly carried, the RFP Audit Services proposal for the Fiscal 2016-2017 year was approved as presented.

 

On a motion by Mr. Shumate, seconded by Ms. Huffman and duly carried the Wilkes Community College Board of Trustee appointment was approved.  Wilkes County Schools appointed Mr. Tracy Walker for a four year term beginning 2016 and ending in 2020.

 

Director of Career & Technical Education Mr. J. Wayne Shepherd presented for Discussion the CTE Local Plan for the school year 2016-2017. Planned expenditures for the 2016-2017 include replacement/refreshing of computer in business labs.  Replacement of equipment and instructional supplies for STEM investigation classroom in the middle schools.  Purchase of supplies and materials related to courses associated with Project ADMIT.  Continued professional development for teacher in the areas of Technology Education and Computer Science/Programming. To also purchase the purchase of supplies and materials to meet or exceed course learning objectives in all CTE program areas.

 

Associate Superintendent Ms. Anna Lankford presented the revision of the Student Accountability Standards Policy 3420.   The North Carolina State Board adopted revisions that required each LEA to update the Student Accountability Standards Policy.  The revisions are in regards to “credit recovery”, “repeating a course for credit”, and credit by demonstrated mastery”.  All of the revisions align with the State Board policy Course for Credit.  This policy was presented as a discussion item and will be brought for action in June, 2016.

Chairman Mr. Holbrook announced the next Board meeting will be held June 6, 2016 at 5:30 p.m. in the Stone Center for the Performing Arts. 

 

Board Member Mr. Rick Lankford thanked everyone present for the support during his tenure with Wilkes County Schools.  “It has been great and we have accomplished a lot for the students of Wilkes County Schools”. 

 

On a Motion by Ms. Huffman, seconded by Mr. Shumate, and duly carried the Board adjourned at 6:44 p.m. to closed session; to consult with its attorney in order to preserve the attorney-client privilege, pursuant to N.C.G.S. 143-318.11(a)(3) to consider the qualification, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee, or prospective public officer or employee, pursuant to N.C.G.S. 143-318.11(a)(6)
