Summary of Board Minutes June 5, 2017
The Board of Education of the Wilkes County Administrative Unit met in a regular meeting at 5:30 p.m. Monday, June 5, 2017 in the Arnold and Becky Lakey Boardroom at 613 Cherry Street, North Wilkesboro, North Carolina 28659.
Present for the meeting were Chairman Mr. Randall “Rudy” Holbrook, Vice-Chairman Mrs. Sharron Huffman, Board Members Mr. Darren Shumate, Mr. Kirk Walker and Ms. Leslie Barnes. Also present were Superintendent Mr. D. Mark Byrd, Associate Superintendent Ms. Anna Lankford, Executive Director of Personnel Dr. Westley Wood, Chief Technology Officer Ms. Julie Triplett, Chief Finance Officer Mr. Seth Prevette, Director of Athletics and Healthful Living Mr. Chris Skabo, Director of Development Mr. Dennis Huggins, Director of Pre-K & Elementary Education Dr. Susan Blackburn, Director of Maintenance Mr. Bergie Speaks, Director of Student Services Ms. April Marr, Director of Child Nutrition Mr. Marty Johnson, AIG Coordinator Ms. Angie Lamb, and Executive Administrative Assistant Ms. Carolyn Triplett.
Prior to calling the meeting to order, Chairman Mr. Rudy Holbrook recognized Board Member Mr. Darren Shumate to lead the Invocation.
On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried, the agenda was approved as presented.
Chairman Mr. Randall “Rudy” Holbrook recognized Superintendent Mr. Mark Byrd for the Devotion and Pledge of Allegiance. Mr. Byrd recognized the Graduation Class of 2017. We have 675 High School students who will be graduating this week. We are very proud and supportive of our students as they continue their path to college and/or starting their careers. Congratulations to the 2017 graduates!
Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized The Wilkes Education Foundation Mini-Grant Projects for 2017-2018. Since the 1985-1986 school year, the Wilkes Education Foundation has funded 789 mini-grant projects for a total of $437,337.08. The foundation awarded 44 grants for a total of $37,045.85. Mr. Bill Myers, Mr. Lee Bentley, Mr. Jody Hamby, Mr. Danny Holman, and Mr. Arnold Lakey, members of the Foundation were present to award the teachers with their checks. They are as follows:

Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized the 2017 Skills USA Competition that took place April 26-28, 2017 in Greensboro at the Greensboro Coliseum and Koury Convention Center. The conference was the largest showcase of Career and Technical Education in North Carolina with more than 2,250 students competing in over 100 hands-on-trade, technical, and leadership contests. Twelve students from Wilkes County Schools finished first place and received gold medallions. Each of the twelve students qualified to compete in the National SkillsUSA Championships in Louisville, KY on June14-24. Congratulations to the following students:

Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized the 2017 District Outstanding Elementary Mathematics Teacher. Congratulations to Mr. Jay Duncan, fifth grade teacher at Roaring River Elementary School! Mr. Duncan will represent Wilkes County Schools as our district Outstanding Elementary Mathematics Teacher for 2017 sponsored by the NC Department of Public Instruction. We are honored to have Mr. Duncan represent Wilkes County Schools!
Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized the Congressional Art Competition. Each Spring the Congressional Institute sponsors a nationwide visual art competition for amateur high school-aged artists. The Congressional Art Competition promotes attention to the arts by recognizing talented young artists from across the nation. Each year members of Congress hold contests within their districts to recognize local high school artists. Since this competition was created in 1982, hundreds of thousands of high school students have participated at the local level. Jessika Norman, 9th grade student from Wilkes Early College High School entered her piece, “The Turkey Feather”. Jessika’s artwork was selected as the 1st place winner for this competition. Her artwork will be displayed in the Capitol Building for one Year. Congratulations to Jessika Norman!
Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized the North Carolina Science Olympiad Tournament. North Carolina Science Olympiad is a nonprofit organization with the mission to attract and retain the pool of K-12 students entering science, technology, engineering, and mathematics (STEM) degrees and careers in North Carolina. Every year the North Carolina Science Olympiad hosts tournaments on university, community college, and public school campuses across the state. The Central Wilkes Middle School Science Olympiad team competed at the regional tournament held at Wake Forest University in Winston Salem, NC on February 25th 2017. The team placed 2nd overall out of twelve teams. The team combined to win 14 medals out of the 23 various STEM events that were offered. The Central Wilkes Middle School Science Olympiad Team advanced to the state competition which was held at North Carolina State University on April 21-22 and competed against 106 teams across North Carolina. Congratulations to the Central Wilkes Middle School Science Olympiad Team. The members of the team are as follows:

The C.C. Wright Science Olympiad Team competed at the Elementary Tournament at West Wilkes Middle School on May 6th and placed 1st overall out of 14 teams. The team combined to win 7 medals from the sixteen various STEM events. Congratulations to the C.C. Wright Science Olympiad Team!

Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized The North Wilkes High School Quiz Bowl team whom placed 3rd in the Catawba Valley Quiz Bowl League. As a result of placing third, North Wilkes was invited to the Small School National Championship Tournament in Rosemont, Illinois on April 28-30th. Their performance on Saturday earned them an invitation to playoffs on Sunday where they finished in the top 40 in the nation. Congratulations to the North Wilkes High School Quiz Bowl team!

Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized Mr. Ed Martin, soccer coach at North Wilkes High School; he was one of eight outstanding North Carolina coaches who received the Homer Thompson “Eight Who Make a Difference” award. These Coaches chosen for this award display exemplary sportsmanship and commitment to sportsmanship in their own leadership skills. They also serve as role models to student-athletes through their positive and dedicated approach to the coaching profession. Coach Martin is an active participant with NCHSAA (North Carolina High School Athletic Association) Student Services. He takes teams to Coach and Captain retreats, and SASI (Student Athlete Summer Institute) programs. With the help of students he built a Cross Country trail at North Wilkes High School. The award is presented by the North Carolina Farm Bureau. Winners were presented with their awards on May 4th, 2017 in Chapel Hill, North Carolina. Congratulations to Coach Ed Martin!
Superintendent Mr. Mark Byrd along with Dr. Westley Wood, Executive Director of Personnel recognized the NCHSAA Team GPA winners for 2016-2017. The North Carolina High School Athletic Association is proud to recognize the top achieving sports teams academically throughout the NCHSAA’s 2016-2017 school year. Because of the late completion of spring semester grades for spring teams, we include the 2016 spring team awards with the fall and winter honors for the 2016-2017 academic year.
The winners have the top reported average un-weighted team GPA for all members of the varsity team. These teams were recognized at the NCHSAA Annual Meeting on Thursday, May 4, 2017 at the Dean E. Smith Center in Chapel Hill. The winners from Wilkes County were as follows:

Superintendent Mr. Mark Byrd along with Mr. Dr. Westley Wood, Executive Director of Personnel recognized The Wilkes Central High School men’s golf team. They concluded a terrific season this year by winning and defending the NCHSAA 2A state golf championship held on May 8th and 9th at Beacon Ridge Golf and Country Club in Pinehurst, NC. The Eagles were runner up in 2015 and won the state tournament last year. They finished 32 strokes ahead of the second place team.

On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried,
the Budget Amendments were approved as presented.
State Public School Fund – Increase $68,686.00
Federal Grants Fund – Increase $7,686,500.00
Capital Outlay – Increase $229,358.00
On a motion by Mrs. Barnes, seconded by Mr. Walker and duly carried the Athletic Insurance Coverage for the 2017-2018 school year was approved as presented. American Advantage and The Young Group won the bid with no increase from last year ($51,740.00).
On a motion by Mr. Shumate, seconded by Mrs. Huffman and duly carried the Wilkes Community College Board of Trustee Appointment was approved as presented. Mr. Gene Faile was approved for a four year term beginning July 1, 2017.
On motion by Mr. Walker, seconded by Mrs. Huffman and duly carried the Disposition of Surplus Items was approved as presented (See attachment number one).
On a motion by Mrs. Huffman, seconded by Mr. Shumate and duly carried the Federal Bid Process was approved as presented. As a result of the Federal requirement to formally bid food and supply products a minimum of every five years for the Child Nutrition department, we present the current bid acceptance.
Associate Superintendent Ms. Anna Lankford presented for discussion the revisions to Board Policy 4400 – High School Attendance that will allow students to continue to work toward earning credit for a course even after the student has reached the limit in absences. Credit for the course would be awarded if the student has made up all assignments, completes the semester with a passing grade average (not counting the final exam grade), and makes a grade of 70 or higher on the final exam.
Associate Superintendent Ms. Anna Lankford presented for discussion the revisions to Board Policy 4160 – School Wellness Policy. All LEA’s must assess their wellness policy at least once every three years on the extent to which schools are in compliance with the district policy, the extent to which the local wellness policy compares to model local school wellness policies, and the progress made in attaining the goals of the local wellness policy. LEA’s must make this assessment available to the public.

Chairman Mr. Holbrook announced the next meeting will be Friday, June 30, 2017. This meeting will be held in the Instructional Services Conference Room located at 613 Cherry Street, North Wilkesboro, North Carolina. The meeting will begin at 11:00 a.m.
